الوصف الوظيفي

• Identifying potential vendors by referring to the Joint Suppliers Registration System (JSRS) followed by Pre-Qualification if required.
        • Analyse historical purchase orders, contracts, agreements and market trends and liaise with user departments and the ICV section in order to maximize In country value (ICV) opportunities in order to include them in master tendering plans and strategies.
- Obtaining all relevant approvals including Supply Chain Manager, Internal Tender Board (ITC), Shareholders and Ministry of Oil Gas (MOG) Tender Board Committee. Attending with the Contract Holders ITC and MOG Tender Board whenever required to present the proposals.
- Preparation of Invitation To Bid (ITB) Document with appropriate approvals secured prior to issuance of the ITB to approved bidders.
- Coordinate and facilitate Tender Clarifications and technical evaluation process with the Line Department, the process includes Clarifications issued and received, Commercial Bids implication,  report compilation, report presentation if required and preparation of final Technical Report for  Management, ITC, Shareholders or MOG tender Board approvals.
- Lead commercial evaluation process, the process includes review of commercial, implication, cost conditionings, report presentation if required and preparation of final award Recommendation for Management, ITC, Shareholders or MOG tender Board approvals.
- Follows-up on contracts awarded, notification to successful bidder, with the issuance of “Letter of  Intent" or “Letter of Award” and issuance of regrets to unsuccessful bidders.
- Attending all contractual issues on Post Award such as breaches, default, penalty, and recommendation of extension, Amendment or Variation to Contract for Management, ITC Shareholders and MOG Tender Board approvals. Lead and participate in all commercial or legal matter.
- Follows up on contracts, including preparing contract renewal reminders to the Contract Holders’, amendments, cancellations, extensions and claims; obtaining management, ITC, Shareholders and MOG approval and keeping current files tracking records for all contracts. Lead or participate in all negotiations.
- In connection with the Customer’s focal point/Contract Holder, maintain and review the Customer Department’s Master Procurement Plan to ensure pro-activeness in attending to contracts requirements for extensions, replacements and ACV increase. 
- Measure contract performance and assess in order to identify best value from a cost/benefit perspective, including comparison of old pricing to new pricing, and cross reference of  products/Services.
- Ability to intervene effectively and to provide constructive commercial challenge, potentially with senior management, when it is required to ensure compliance with company processes and procedures.
- Develop and maintains positive, professional relationships with all internal and external customers by cultivating effective working relationships. Maintains proactive reaction to customer needs.
- If required, and alongside the Customer/Contract Holder, Monitor supplier/Contractor performance. Prepares and implements action plans with follow-up for suppliers failing to meet performance requirements.
- Monitor current and future Contracts requirements and identifying those which need immediate response and take the ownership to ensure that Daleel requirements are met in sufficient time. Provide all necessary support-being as focal point- to End user/ Contract Engineers to ensure that end users  requirements are highlighted, controlled and processed ahead all time. Master tendering plan shall be produced and presented by December of each year.
- Contribute to the development and training of junior Omani staff, by enhancing commercial awareness and in depth knowledge of contract engineering.
- Facilitate securing insurances, Performance Guarantee or Bank Guarantee within stipulated time.
- Carries out other similar or related duties such as compiling statistics for inclusion in departmental activity reports. Completes weekly 'workload' report. Establishes Tender/contract tracking sheet to trace the status of each tender and take actions to expedite the processing of tender exercise.
- Ensures that completion certificates are prepared and duly signed upon completion of contracted work and services.
- Follow all safety, health and environmental policies of the Company at all times
- Ensure that all HSE/Legal requirements are fully under compliance.

المهارات المطلوبة

Minimum Academic Qualifications:
- Bachelor Degree or equivalent professional qualification in Business Administration, Engineering, Quantity Surveying, Finance, Accountancy, Law, and/or Economics.
- MBA, CIPS membership or other equivalent professional qualification and commercial experience are preferred.
Minimum Work experience:
- Minimum 8 years relevant experience, preferably 5 years in Upstream Oil and Gas industry.
