The Senior HES Advisor is an experienced professional, who will provide technical HES support to Oxy Oman operations in all concessions. The Senior HES Advisor will work directly with contractor companies performing high risk activities to assist with implementation of complex HES programs while the contractors are working in Oxy Oman concessions.  In addition, the Senior HES Advisor will provide an analysis of existing equipment and practices of Oxy Contractors or subcontractors to ensure compliance and promote safe working practices. The Senior HES Advisor will work directly with contractor personnel at the work site to align contractor HES programs with Oxy expectations and key performance indicators (KPIs).

The Senior HES Advisor responsibilities include but are not limited to:

• Spending time at the contractor worksite, observing HES cultural traits and work practices being demonstrated, to ensure conformance to regulations and safe work practices.
• Assist in developing Oxy Oman HES program written guidance, including selection of appropriate equipment specifications, training materials and delivery of related safety campaigns.
• Assure the safety, legal compliance and quality of work being conducted within the Oxy Oman operations through the implementation and by continuous improvement of performance standards, procedures, guidance, training and workforce capability & competence.
• Assure the application of consistent, safe and legally compliant HES work practices across Oxy Oman operations.
• Identify and implement improvements in the technical quality and content of performance standards and procedural guidance related to safe work activities.
• Improve the quality of work planning, risk assessment/hazards identification and execution of safe work practices at Oxy Oman work locations.
• Review and update processes and HES procedures applicable to high risk Oil & Gas operations.
• Identify and monitor implementation of safety critical elements (SCE's) applicable to high risk operations within the Oxy Oman operations ensuring performance against these of a high standard.
• Establish and maintain consistent and legally compliant performance standards and technical guidance for the recruitment, development and retention of worksite safety operatives in Oxy Oman concessions.
• Advise Field Management and projects on the recruitment, selection, training and competency assurance of HES operatives / trainees.
• Support projects in the planning, risk assessment and execution of critical high risk operations.
• Support & participate in audit processes of applicable HES performance standards and procedures.
• Support project engineers in technical specification of sub-contract scopes of services as required.
• Support proposals in providing specialist technical support input to bids.
• Participation in industry initiatives as required.
• Understand and follow the critical HES equipment inspection schedule.
• Liaise and supervise third-party inspections.
• Complete the database information of findings and recommendations post worksite inspections.
• Observe high risk operations and advise the contractor accordingly to enhance/maintain the Companies HES policies and procedures.
• Conduct frequent inspections to Oxy and Contractors operations to ascertain their safe work practices and their compliance to Oxy rules & regulations.
• Develop and conduct Assessments/Studies with an aim to identify, evaluate and mitigate/control potential work safety hazards that may impact operation.
• Planning of critical shutdown activities to ensure a safe working environment in some major hazard shutdowns.
• Implement record keeping requirements for HES programs including establishment of KPIs to measure effective compliance of the program.
• Train and qualify the contractor personnel to perform the above duties within the agreed time frame.
• Other HES Tasks as directed by HES System Improvement Manager to assist overall HES Management Systems (HESMS) implementations when needed.

• Bachelor's Degree in Engineering or any related HES major.

• A minimum of 10 years’ experience in evaluating HES Management Systems (HESMS) to identify compliance gaps and further to implement improvement programs to resolve the performance gaps.

• Strong working knowledge of local government regulations & OSHA or equivalent and common Oil & Gas safety policies, procedures and guidelines.

• Demonstrated experience with audit procedures and report writing.

• Must have good training and mentoring skills.

• Must be a strong team player and self-motivated with good interpersonal and supervisory skills.

• Possess the ability to interact with all levels of operational personnel.

• Must have good computer skills and skilled in the use of MS Word, Excel, Outlook, and PowerPoint.
