The HES System Improvement Specialist is an experienced professional, who will provide technical working at heights and Scaffolding support to Oxy Oman operations in all concessions. The HES System Improvement Specialist will offer both installation design and review services and will assist with personnel issues that arise during all aspects of working at height and scaffolding for Oxy Oman Operations.  In addition, the Specialist will provide an analysis of scaffolding and personnel lifting equipment and practices of Oxy Contractors or subcontractors to ensure compliance and promote safe working practices. Oxy Oman Working at Height and Scaffolding Program includes the use of ladders, scaffolding, work baskets, Mobile Elevated Work Platforms (MEWP) and vehicle mounted work platforms, as well as related lifting fall prevention and arrest systems and rescue procedures.

 

The HES System Improvement Specialist (Scaffolding and Working at Height) responsibilities include but are not limited to:

 

  • Assist in implementing Oxy Oman Working at Height and Scaffolding Program written guidance, including selection of appropriate equipment specifications, training materials and delivery of related safety campaigns.

  • Work on specific projects under the leadership and direction of HES System Improvement Advisor.
  • Focus and provide hands on support with each department on areas that are displaying indicators for a need to improve within an agreed time frame.
  • Assist in standardization and ensure consistency for working at height and scaffolding amongst all departments in Oxy Oman concessions.
  • Assist in reviewing Better Mousetrap Initiatives and provide feedback prior to submitting to the board.
  • Spending time at the contractor worksites, challenge routine working practices with a view to deliver improvement and ensure conformance to regulations and safe working practices.
  • Assure the safety, legal compliance and quality of working at height and Scaffolding operations within Oxy Oman operations through the implementation and by continuous improvement of performance standards, procedures, guidance, training and workforce capability & competence.
  • Assure the application of consistent, safe and legally compliant Working at Height and Scaffolding practices across Oxy Oman operations.
  • Identify and implement improvements in the technical quality and content of performance standards and procedural guidance related to working at height and scaffolding activities.
  • Improve the quality of planning, risk assessment and execution of working at height and scaffolding operations.
  • Review and update processes and procedures applicable to working at height and scaffolding operations.
  • Identify and monitor Safety Critical Elements (SCE's) applicable to working at height and scaffolding operations within the Oxy Oman operations ensuring performance against these is of a high standard.
  • Establish and maintain consistent and legally compliant performance standards and technical guidance for the recruitment, development and retention of working at height and scaffolding operatives in the Oxy Oman concessions.
  • To advise field management and projects on the recruitment, selection, training and competency assurance of working at height and scaffolding operatives / trainees.
  • Support projects in the planning, risk assessment and execution of critical working at height and scaffolding operations.
  • Support & participate in audit processes of applicable working at height and scaffolding performance standards and procedures.
  • Support project engineers in technical specification of sub-contract scopes of services as required.
  • Support proposals in providing specialist technical support input to bids.
  • Participation in industry initiatives as required.
  • Understand and follow the working at height and scaffolding inspection schedule.
  • Liaise and supervise third-party inspection.
  • Complete the database information of findings and recommendations post working at height and scaffolding inspections.
  • Observe working at height and scaffolding operations and advise the contractor accordingly to enhance/maintain the companies HES policies and procedures.
  • Conduct frequent inspections to Oxy and contractors working at height and scaffolding operations to ascertain their safe work practices and their compliance to Oxy rules & regulations.
  • Develop and conduct working at height and scaffolding assessments/studies with an aim to identify, evaluate and mitigate/control potential working at height and scaffolding hazards that may impact the operation.
  • Planning of working at height and scaffolding shutdown activities in some major hazard shutdowns.
  • Implement Record Keeping requirements for Working at Height and Scaffolding Programs including establishment of Key Performance Indicators (KPIs) to measure effective compliance of the program.
  • Train and advise the working at height and scaffolding trainees to perform the above duties within the agreed time frame.
  • Other HES tasks as directed by HES System Improvement Manager to assist overall HES Management System (HESMS) implementations when needed.

  • Bachelor’s degree in Engineering with a minimum of 2 years’ experience in planning, scheduling and execution of Scaffolding and working at height activities OR College Diploma in Engineering with a minimum of 5 years’ experience in planning, scheduling and execution of Scaffolding and working at height activities.
  • Possess Construction Industry Scaffolders Record Scheme (CISRS) is preferred.
  • Demonstrated experience with audit procedures and report writing.
  • Must have good training and mentoring skills.
  • Must be a strong team player and self-motivated with good interpersonal and supervisory skills.
  • Possess the ability to interact with all levels of operational personnel.
  • Must have good computer skills and skilled in the use of MS Word, Excel, Outlook, and PowerPoint.
  • Good communication and interpersonal skills.
