The Field Electrical & Instrument Construction Supervisor working as the client representative responsible for supervising various contractors / subcontractors engaged in the implementation of range of E&I projects associated with the field’s development plans.
 
The Electrical & Instrument Construction Supervisor responsibilities include but not limited to: 
  • Provide field E&I supervision and progress reports all Electrical and Instrumentation projects.
  • Control and monitor Work Instruction progress in consultation with E&I superintendent and project engineers
  • Interface with OXY Construction and operations team leads, engineering and construction contractors.
  • Ensure that all E/I construction work is carried out in accordance with Permit to Work procedures, project drawings, project priorities and identify and correct any deviations.
  • Promote awareness of the Company Health, Safety, Environmental & Quality policies and procedures to achieve fit-for-purpose Construction engineering.
  • Active participation on near miss and incident reporting programs.
  • Monitor competence of contractor staff to meet the appropriate professional standards for the project execution.
  • Responsible for ensuring the correct and proper implementation of the Management of Change process.
  • To co-ordinate the communication of Best Practices by active participations on reviews and propose improvement on E/I standards and guidelines.
  • Review of contractor Mark-ups drawings and handover dossiers.
  • Promote training of local team to share and transfer of knowledge and experiences.
  • Review of E&I work packs for required details and constructability
  • Raise any necessary TQ’s 
  • Participate in JSA, constructability studies and other field construction related studies, as required.
  • Ensure red line mark up’s are performed and checked
  • MEI Pack review prior to issue to QC
  • Prepare quantitative daily progress reports
  • Provide input to daily/weekly progress reports as applicable
  • Check MTO availability on site and identify short falls
  • Monitor daily consumable materials for re-order
  • Initiate the relevant PTW documentation  and signatures
  • Participate in Site PSSR-B organizing schedule and work as required.
  • Liaise with Maintenance/Operations on critical tie-ins/shut downs  etc
  • Perform detailed supervision, to ensure a quality installed scope of work which meets project specifications and  procedure for all works including interface coordination with Civil and Mechanical groups
  • Responsible for monitoring of Contractors and site teams for competence on all aspects of installation and testing of E&I equipment to meet the project specifications
  • Support the ongoing construction activities by displaying a good awareness of HSE issues and imparting that protocol to the HSE site manager for control of the same
  • Monitor the ongoing works with the contractor and ensure compliance with PTW procedures
  • Advise and update E&I Superintendent and discipline engineer/ project engineer of any technical or scheduling problems or material constraints in a concise and timely manner
  • Daily liaisons with Electrical Superintendent on Contractors/Vendors progress including any construction related issues that are likely to hold up progress.
  • Familiar with ESD/ F&G Protection/ DCS/ UPS systems.

  • Bachelor’s Degree in Engineering with a minimum of 5 years’ experience in Electrical & Instrumentation in the construction in oil and gas / petrochemical industry OR College Diploma in Engineering with a minimum of 8 years’ experience in Electrical & Instrumentation in the construction oil and gas / petrochemical industry.
  • Broad experience in E&I construction works, including low medium and high-voltage control systems.

  • Knowledge of specific E&I Standards and codes, US, European and British within hazardous areas.

  • Good communication skills.

  • Good PC skills.
