Job Title:Senior Metering Engineer,Department:Operations,Job Purpose:Responsible for providing scientific, technical and engineering support in the application of metering instrumentation, Custody transfer metering, Quality measuring and analyzing equipment etc. for accurate, effective, safe and reliable design, operation and maintenance of the pipeline system and facilities.
Align OGC fiscal metering process with OGC fiscal metering policy. Improve OGC fiscal metering process to level of excellence. Demonstrate OGC performance in fiscal metering with respect to compliance to international standards, traceability to international standards and uncertainty requirements.
,Roles and Responsibilities:1.Focal point for all metering systems, train and lead verification teams on routine metering system validation.
2.Review, design or modify metering systems and quality analyzer systems
3.Perform routine checks on the Metering system uncertainties and approving all quality validation reports
4.Diagnose and troubleshooting Metering system problems and initiate repairs with appropriate company personnel or external agencies
5.Identify spare parts complete with specifications and inventory levels.
6.Develop operating and maintenance plans and schedules for field instrumentation and equipment.
Identification and review of changes required to improve system performance.
Development of scope of work statements and design basis.
7.Testing metering systems including system uncertainties
8.Provide long term planning related to metering section.
9.Liaison and Supervise execution of assigned projects and initiatives with Contractors, Consultants and other third parties.
10.Provide scientific, technical and engineering support to Gas System Management.
11.Participate on emergency situations in-line with line of expertise and responsibilities.
12.Coaching and training for sub-ordinate or new staff as required.
13.Adhere to all HSE standards and specification of OGC.
14.Implement all Quality and HSE requirements coming under your area of jurisdiction.
15.Monitor performance of fiscal metering process of OGC and initiate improvement projects.
16.Provide overview of the performance of the complete fiscal metering process of OGC including contractual aspects, metering, traceability, calibration, compliance to international standards, verification/correction/approval/reporting of delivered amounts, uncertainty calculation, elimination of systematic errors and metrological confirmation process.
17.Apply knowledge of fiscal metering related international standards including accreditation according to ISO 17025 to improve OGC processes.
18.Review contractual documents with respect to fiscal metering.
19.Liaise with OGC stakeholders on fiscal metering related subjects.
20.Defend the interest of OGC in fiscal metering aspects.
