Job purpose To ensure effective integration of Health, Safety, and Environment (HSE) requirements across all contractual and procurement activities within OQEP by providing expert technical HSE guidance and oversight. The role aims to drive continuous risk reduction, regulatory compliance, and contractor performance improvement throughout the tendering, contracting, and project execution lifecycle. The position will act in accordance with the Group’s Mission, Vision, Values, and Strategies, as well as relevant policies, guidelines, and international standards—supported by IT platforms, HSE frameworks, Omani government regulations, legal justifications, and global best practices in alignment with national objectives. Main tasks and responsibilities - Lead and manage all HSE aspects of the tendering process, including HSE pre-qualification, technical evaluation, pre and post-award reviews, and contractor onboarding, ensuring alignment with OQEP and regulatory requirements.
- Develop and maintain HSE tender strategies, specifications, and contract documentation inline with ISO 45001,14001 and 9001 standards, OQEP policies, and industry best practices.
- Conduct HSE audits, site inspections onshore and offshore, and evaluations of contractors during the tender and execution phases to ensure full compliance with contractual obligations.
- Carry out regular site visits to engage with contractors and OQEP site teams, verify contract HSE compliance on the ground, and support continuous performance improvement.
- Monitor and analyze contractor HSE performance, develop KPIs and dashboards, and lead regular performance reviews to drive accountability and improvement.
- Act as SME to contract end users, Contracts & Procurement and project teams, supporting bid clarifications, and resolution of HSE-related issues.
- Provides digitalization initiatives to track HSE compliance, support procurement processes, and contribute to annual budgeting for HSE contracts, while promoting a culture of HSE excellence through workshops, onboarding sessions, and field engagement.
- Participate actively in the review and updating of all HSE-related documents to ensure alignment with the needs of internal and external stakeholders.
- Conduct TapRooT® incident investigations root cause analysis as and when required.
- Champion a culture of contractual HSE excellence and foster continuous improvement throughout OQEP operations.
- Drive contracts HSE strategies and plans to ensure continual improvement.
- Implementation, tracking and management of HSE default notice issued to contractors on default.
- Lead and facilitate contractors kick off meetings, on boarding and HSE forums and workshops.
- Develop, facilitate and review contractors HSE gap analysis, development of bridging documents and contractor/claint HSE MS alignment.
- On standby 24/7 as a safety officer on duty regularly as and when required part of the ICS durty roster.
- Perform any other related duties as assigned by the line manager, aligned with business priorities and performance objectives.

Education requirements | Bachelor degree in Safety or a related discipline. |

- 6+ Relevent years of experience in HSE, with at least 5 years field experience and 3 years in contract/conctractor HSE management.
- NEBOSH IGC certified.
- Extensive knowledge of exploration and operations business processes, including the involvement of contractors and subcontractors in service delivery.
- Strong expertise in contract HSE management, ensuring compliance and risk mitigation throughout project lifecycles.
- Well conversant and experience in oil & gas drilling, operations, production and projects related contractors HSE mangement.
- Proven field experience with HSE Management Systems and key HSE components such as hazard and risk assessments, Permit to Work systems, incident investigations and root cause analysis, energy isolation, confined space management, lifting and excavation safety, and equipment safety.
- Deep understanding of Integrated HSE Management Systems and relevant ISO standards, including ISO 9001, ISO 14001, ISO 45001, and ISO 50001.
- Familiarity with local HSE regulations (MD 286/2008, OPAL HSE Standards) and international standards such as IOGP, OSHA, ISO, and NFPA.
- Demonstrated ability as a motivated and adaptable management strategist, skilled at navigating complex challenges.
- Hands-on experience in conducting HSE audits, preferably as a certified ISO 45001 Lead Auditor.
- Proficiency with HSE software tools including INTELEX and SAP.
- Practical knowledge of records management principles and their application.
- Experienced in the development, review, and implementation of Occupational Health & Safety Management Systems.
| Technical & Functional Skills - Proven experience as a Data and/or Document Management Lead in capital projects.
- Strong proficiency in document control and data management systems, with hands-on experience using tools such as Power BI, Crystal Reports, Business Objects, MS Access, and Excel.
- Solid understanding of project data control processes, technical writing, recordkeeping, and reporting.
- Familiarity with HSE processes and management systems.
- Knowledge of national and international laws and regulations related to environmental, safety, and upstream operational requirements.
