Job Description

The HSE Systems Planning and Performance Manager will provide comprehensive Health, Environment, and Safety support to the Oxy Oman Teams. The primary responsibilities include HSE strategic planning and performance management, supporting incident investigations, ensuring HSE compliance and conducting audits, performing HSE inspections, and overseeing training and competency development. The role also involves benchmarking against industry standards, engaging stakeholders, managing contractor safety, and implementing the Operating Management System (OMS) along with core HSE systems. Additionally, the manager will maintain Performance Standards and PSPGs, manage the Integrated Safe System of Work (ISSoW), drive continuous improvement initiatives, and lead the Performance and Planning Team.

The HSE Systems Planning and Performance Manager responsibilities include but are not limited to:

  • Develop and implement HSE strategies aligned with the company's overall goals and regulatory requirements. Establish strategies to incorporate best practices and comply with corporate standards. Support, establish, implement, and execute clear HSE performance goals and objectives.

  • Design and implement robust performance monitoring systems. Utilize key performance indicators (KPIs) to track and assess HSE performance. Regularly review and analyze performance data to identify trends, issues, and opportunities for improvement. Ensure transparency and accuracy in reporting.

  • Provide support and secondary review for incident and near-miss investigations. Ensure thorough root cause analysis and implement corrective actions to prevent recurrence. Lead incident investigations, identifying root causes and appropriate corrective actions.

  • Ensure compliance with local, national, and international HSE regulations and standards. Maintain up-to-date knowledge of regulatory changes and their impact on the company's operations.

  • Support regular internal and external HSE audits. Implement findings from audits to enhance HSE performance and compliance. Facilitate HSE inspections to identify and correct unsafe conditions, ensuring compliance with HSE regulations. Support the HSE Team with equipment inspections, risk identification/mitigation, and program input.

  • Support the development of HSE training programs for employees at all levels. Ensure training programs are comprehensive, up-to-date, and aligned with needs. Develop training materials and topics to enhance HSE skills, understanding, and compliance. Coach, teach, and mentor staff in applying all company and regulatory HSE-related policies and procedures. Lead safety leadership courses, TapRooT Awareness Training, and Hazard Recognition Training.

  • Ensure that employees have the necessary HSE competencies to perform their roles safely and effectively. Monitor and evaluate the effectiveness of training and development programs.

  • Benchmark the company's HSE performance against industry standards and peers. Establish benchmarks to drive improvements and achieve HSE excellence.

  • Engage with internal and external stakeholders to promote HSE awareness and collaboration. Ensure effective communication channels for HSE issues and initiatives.

  • Collaborate with the supply chain to integrate HSE principles in the tendering process. Conduct regular HSE performance evaluations for all contractors, including annual reviews for high-risk contracts. Work with contractors to ensure they maintain an HESMS equivalent to company standards. Oversee contractor audit compliance and implement necessary mitigation plans. Analyze HSE performance data to identify trends, issues, and opportunities for improvement.

  • Facilitate the implementation of the Operating Management System (OMS). Ensure ongoing awareness and effectiveness through audits, inspections, and contractor HSE program support.

  • Ensure effective implementation of core systems, develop comprehensive awareness and training programs, and establish KPIs and performance metrics to drive continuous improvement

  • Develop, update, and implement Oxy Oman PSPGs. Conduct inspections and compliance audits against applicable performance standards for both Oxy and contractors. Routinely inspect safe work practices and instruct team members on their proper application. Develop and maintain cross-reference registers and one-page policy summaries for SSE.

  • Develop, update, and enhance training and understanding materials. Establish and maintain an effective organizational structure and support for ISSoW. Establish KPIs and measures of effectiveness for performance. Provide ongoing support to the team and system.

  • Promote a culture of continuous improvement within the HSE department. Implement best practices and innovative solutions to enhance HSE performance. Maintain a system of verification and validation for improvement mechanisms. Participate in contractor safety meetings to communicate Oxy expectations. Improve categorical focus areas to enhance HSE performance within the contractor community. Participate in HSE workplace inspections, compliance audits, behavioral-based observations, and management system audits.

  • Develop, update, and implement team duties and schedules. Coach and mentor generalists and specialists. Support goals and career development.

Skills Required

  • Bachelor’s Degree in Engineering or any related HES major.

  • A minimum of 12 years’ experience in evaluating HES Management Systems (HESMS) to identify compliance gaps and further to implement improvement programs to resolve the performance gaps.

  • A minimum of 3 years’ experience in s a supervisory role.

  • Strong knowledge of local government regulations, OSHA (or equivalent), and industry-standard Oil & Gas safety policies, procedures, and guidelines.

  • Proven experience in conducting audits and preparing comprehensive reports.

  • Must have good training and mentoring skills.

  • Must be a strong team player and self-motivated with good interpersonal and supervisory skills.

  • Possess the ability to interact with all levels of operational personnel.

  • Proficient in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.

  • Excellent communication and interpersonal skills.
