Job purpose Lead the team of Instrument engineers for the implementation of effective defect elimination of existing design faults as per engineering best practice in Instrument discipline, under Head of Engineering Services scope’s, acting as single point of accountability, center of expertise for instrumentation and owner of its standards through: (1) Lead the delegation of Instrument Services tasks, and provide guidance, support, monitoring progress, for instrument (devices used to control electronic or Instrument systems) and ensuring that the team is working effectively to meet project goals, (2) Lead the Instrument design and engineering work carried out by assigned team to ensure that designs meet project specifications, are cost-effective, and comply with relevant industry standards and regulations, (3) managing Instrument discipline in assigned minor projects from conception to completion by working closely with other departments and stakeholders to ensure that projects are completed on time, within budget, and to a high standard, (4) Provides technical expertise in Instrument engineering keeping up-to-date with the latest industry standards for the coordination, coaching, technical support and analysis on Instrument engineering works as per the agreed targets while maintaining operating expenditures (5) Ensuring that all Instrument engineering work is carried out in a safe and compliant manner ensuring that all work meets relevant safety and environmental standards and regulations, and (6) managing client relationships for Instrument discipline executing regular communications, providing progress updates, and addressing any concerns or issues that arise; in order to ensure that the equipment design meets the approved engineering design criteria, applicable code & standard and functional requirements including completion of projects with safely, efficiently, and to a high standard in compliance with department strategy and project specifications. The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives. |
Main tasks and responsibilities Scope | RPI Assets (SR/AP, MAF, Plastics & NGLE) | Engineering instrument. services discipline: This includes: Pressure transmitters | These instruments measure the pressure of fluids or gases in pipes, tanks, and vessels. They are used to ensure that the process is operating within safe pressure limits. | Temperature transmitters gauges, Thermowells, Thermocouples, Thermocouple Assemblies. | These instruments measure the temperature of fluids or gases in various process equipment, such as heat exchangers, reactors, and distillation columns. They help to ensure that the process is operating within the desired temperature range. | Flow meters | These instruments measure the flow rate of liquids and gases in pipes and vessels. They are used to monitor the amount of material being transferred between different process stages. | Level transmitters | These instruments measure the level of liquids and solids in tanks and vessels. They are used to ensure that tanks are not overfilled or emptied too quickly, which could result in safety hazards or process disruptions. | Analyzers | These instruments measure the chemical composition of process streams. Accountabilities General | - Lead the delegation of Instrument Services tasks, and provide guidance, support, monitoring progress, and ensuring that the team is working effectively to meet project goals
- Lead, supervise and mentor Instrument engineers on all their responsibilities.
- Develop and provide effective Training Program for the development of young engineers.
| Design and Engineering | - Lead the Instrument design and engineering work carried out by assigned team to ensure that designs meet project specifications, are cost-effective, and comply with relevant industry standards and regulations,
- Provide technical assistance/troubleshooting assistance in resolving Instrument design, operation and maintenance problems; contact internal and external experts as required.
- Designs plant modifications and follows through to project completion.
- Prepare design calculations for new pressure vessels, heat exchangers and tanks using PV Elite.
- Preparation of Equipment Technical Specifications, Instrument Data Sheets & Material Requisitions.
- Technical evaluation / clarification of instrument vendor bids, plus the technical bid evaluation reports to support order placement.
- Technical support for installation and commissioning
| Minor Projects | - Managing Instrument discipline in assigned minor projects from conception to completion by working closely with other departments and stakeholders to ensure that projects are completed on time, within budget, and to a high standard,
- Oversee and monitors all engineering related activities in the assigned projects to ensure timely engineering support to maintenance, external contractors, operation, planning and others as appropriate.
- Studies and evaluates proposals for plant modification or improvements and provides recommendations on workability at the implementation stage.
- Coordinate with the project team and other members of the project implementation to ensure accurate work drawings are maintained and that field changes and as-built drawings are properly documented.
- Develop and provide technical clarification on contractor scopes of work, evaluate bids and provide recommendations reports.
| Industry Standards | - Provides technical expertise in Instrument engineering keeping up-to-date with the latest industry standards for the coordination, coaching, technical support and analysis on Instrument engineering works as per the agreed targets while maintaining operating expenditures
- Works collaboratively with multiple disciplines to analyze Instrument failure trends, conducts detailed root cause analysis; recommends and implements appropriate corrective action to maximize equipment availability and reliability.
- Contract development plans and contractual Scope of Work (SOW) for the execution of engineering services and delivers engineering packages as per Management of Change (MOC) to all concerned
- Utilize reliability tools such as failure evaluations, Root Cause Analysis and cost analysis to improve reliability of instrument / systems.
- Carry out HAZOP studies for new modifications.
- Conduct Risk assessment obtain expert advice from concerned departments and ensure implementation of risk assessment results.
- Carries out test runs and monitor plant performance to ensure improvement in product quality.
| Compliance & Documentation | - Ensuring that all Instrument engineering
- work is carried out in a safe and compliant manner ensuring that all work meets relevant safety and environmental standards and regulations
- Analyses and approves relevant documents such as:
- Design drawings & layouts
- Construction methodology (Method of Statement)
- Cost Estimation & Purchase Request
- Project proposal by the external contractor(s) in conformity with the contractual technical specifications as applicable codes & standards.
- Undertaking site surveys for Instrument equipment where required
- Plan and monitor execution of equipment activities against project schedule and budgets
- Execution of work demonstrating commitment to safety and quality
| Stakeholder Relations | - Managing client relationships for Instrument discipline executing regular communications, providing progress updates, and addressing any concerns or issues that arise.
- Management of supplier designs and act as focal point for control of supplier interfaces, including the co - ordination of multi - discipline engineering interfaces.
| Reporting | - Report progress against business plans, opportunities, challenges and issues faced, mitigations taken and course correction actions, etc. as required, to make an informed decision
- Provide performance reports of plant utilization and availability, and systems regularly to senior management and internal clients like corporate planning and finance in order to be aware of performance and allow management to take proactive and prompt decisions
| Supervisory | - Lead the teams and ensuring they have the necessary skills and resources to carry out their duties effectively and meets Management strategy and performance goals.

- 10+ years of relevant experience
- Experience in similar role within the Oil & Gas / Refinery / Petrochemical industry, preferably in the area/assets associated with this position
- Knowledge of latest International Standards related to Instrumentation Engineering (ISA, IEC, API, MPMS, ANSI, NFPA and NAMUR).
- Knowledge of Engineering Software like Flowcal /Intools/Instrucalc for Instrumentations Engineer.
- Strong knowledge on Control valve sizing & selection, Field instrumentation (flow, Level, temperature, Special Instruments), Flow calculations, Control philosophy, safeguarding system requirements etc.,
- Experience in System design of DCS/ESD/FGS/PLC and review of associated system Logics
- Knowledge of personal computer applications such as SAP, Project management tools, PDF writer.
- Experience in handling FEED/EPC Contracts
- Knowledgeable in HSE plans related to construction/project activities.
- Understanding of Process (P&IDs / PFDs) & Engineering drawings and OEM manuals.z
- Engineer role within the Oil & Gas / Refinery / Petrochemical industry, with experience in Metallurgy/Chemical
