Job purpose  

Lead cost estimation activities for OQGN by building cost models, maintaining the cost database, and forecasting project costs. The incumbent should ensure effective use of cost estimation tools, drive consistency in cost estimation practices, and support initiation of project with accurate cost insights to improve planning, decision-making, and business performance.

 

The position will operate following the organization’s mission, vision, values, policies, and guidelines, supported by an IT technology platform, HSE standards, the Oman government, and other relevant legal frameworks and best international practices aligned with national goals. 

Mandate QHSSE Obligations

  • Ensure compliance with the HSSE Management System.
  • Monitor and report safety performance and compliance.
  • Guide, advise, communicate, and enforce safe behavioral practices (Life Saving Rules, Process Safety Rules) to perform tasks safely.

Main tasks and responsibilities

Cost Estimation & Modelling

  • Develop cost estimates using approved tools and methodologies
  • Lead Monte Carlo analysis, sensitivities, and contingencies
  • Maintain a cost estimation database (equipment, materials, labour, indices)
  • Ensure accuracy and consistency across the project lifecycle
  • Prepare cost estimation assumptions, documentation, and reports
  • Cost Control & Benchmarking
  • Support project cost controllers with procurement and total project cost analysis
  • Benchmark cost and schedule performance against internal/external data
  • Monitor EPC contractor cost performance and compliance
  • Evaluate vendor and subcontractor quotations for materials, fabrication, and construction.
  • Apply knowledge of metallurgy to assess cost impacts of material selection, corrosion protection, and welding requirements.
  • Support benchmarking, risk analysis, and contingency development.
  • Ensure estimates comply with applicable standards (API 5L, ASME B31.8, ASTM, NACE).
  • Maintain and update cost estimation procedures and templates as and when required
  • Ensure effective use of platforms such as Cleopatra
  • Drive improvements and lessons learned in cost estimation processes

  • External: Contractors, Staffing specialized Contractors, Vendors & Suppliers

Working Conditions

Primarily office-based, occasional travel, and sporadic visits to the project site.

Education requirements

Bachelor’s degree in engineering (Civil, Mechanical, or Industrial)

Language

Preferable English and Arabic.

Experience and background.

  • 8 to 10 years of solid technical experience in the Oil & Gas industry, specializing in project cost estimation and compliance with financial and technical procedures aligned with industry’s best practices
  • Hands-on experience in using Cost Estimation software like Cleopatra. Advanced skills in MS Excel.

  • Computer literate with ability in MS Office and cost estimation software.
  • Background in Mechanical, Materials, or Metallurgical Engineering
  • Experience with ASME B31.8, API 5L, and ASTM standards for pipeline and pressure vessel materials.
  • Certification in PMP, CCP, and CEP is a plus.
  • Proficiency in technical engineering terminology in both English and Arabic.
  • HSE, finance, budget, and reporting.
  • In-depth knowledge of HSE regulations, standards, and best practices.
