The Contracts Engineer will be responsible for managing contracting strategies and tendering activities. In addition ensuring that bid packages, commercial evaluation, award recommendations, contracts and approvals are carried out effectively and efficiently in accordance with Supply chain Management (SCM) policy and procedures.
The Contracts Engineer responsibilities will include but not limited to:
Liaise with proponent departments, and other support departments (finance, legal, HR) to prepare and develop tendering & contracting strategies.
Develop commercial evaluation model and participate in developing technical evaluation model.
Lead communication between the company and bidders during tendering process, including issue invitation to bidders and bid document, prepare response to bidder’s clarification and make sure the bid documents are received.
Review and perform commercial evaluation and formulate contracts award recommendations.
Present with proponent contracts strategies, evaluation results & award recommendations to contracts committee and tender board.
Responsible to acquire all necessary approvals for commitments and issue contracts & agreements.
Develop negotiation strategies and lead negotiation sessions.
Conduct market analysis/benchmarking and transform market research data into clear outsourcing recommendations & sourcing plans.
Identify and monitor vendors and changes in the industry.
Review contract spending & expiry dates and coordinate with the proponents on required actions.
Manage contracts, including preparation of bid waivers, amendments / extensions recommendations, seeking required approvals.
Ensure complete contract documentations to provide a clear audit trail.
Minimum of 5 years’ experience in contracts management.
Knowledge in legal affairs related to supply & contracts.
Knowledge with market intelligence & supply chain planning.
Knowledge of Enterprise Resource Planning (ERP) system.
Good influencing & negotiation skills.
