الوصف الوظيفي

• Leads and coordinates implementation of project control functions for CCED projects.
• Manages projects services department and oversees preparation of contracts, projects cost control, budget performance, materials management, change orders, value of work done, reporting to stakeholders and overall communications with existing contractors.
• Provides leadership, guidance concerning all facets of contracts and projects budget performance.
• Custodian of CCED’s Engineering & Projects Stage Gate and Competence Development Processes
• Involve from the preliminary stage of the projects and financial aspects- pre-bid stage to post-contractual phase and projects close-up.
• Support the projects team projects through the projects business plan process and ensures all requirements are met and required documents are prepared to support the initiation of the projects.
• Track existing contracts renewal or extensions requirements.
• Provides support to the project management team in the effective administration of ongoing contracts.
• Provides support in obtaining materials, contract pricing in accordance with projects requirements.
• Monitor the Projects Expenditures vs the Project approved budget, budget phasing and forecast.
• Prepare and review all documents pertaining to tender process from pre-qualification, issuance of request for tender bids documents, evaluation report and management approval for award recommendation for the appointment of Consultants/Contractors/Suppliers.
• Prepares and presents projects budget performance to management.
• Supports Head of Projects& Engineering in the preparation of business plan, AFEs and budget documents.
• Process owner of the Projects stage gates process for all projects.
• Certify all Payment Certificates prepared by Projects QS.
• Manage the budget Performance department to produces reports; monthly budget forecasts or mitigations; runs cost reports for all contracts and projects; reviews for overrun to working budget; isolates cause and reviews with project team for corrective action; updates VOWD and cash flow on regular basis.
• Conducts project risk assessment and risk analysis; coordinates with the project team to ensure that project risks are actively managed and mitigated; periodically updates the project risk register and prepares risk mitigation reports; facilitates the establishment of a risk and contingency management plan.
• Facilitates the annual Projects budget process, coordinates, and reviews with projects team.
• Responsible to deliver all tender packages, contract strategies, proforma, technical evaluations etc. it is required to collaborate closely with other department both within and outside the project execution team (including Supply chain, contract, Engineering, Finance, and Procurement).
• Manage all contracts, change control, communications with the contractors.

المهارات المطلوبة

• Bachelor degree of Engineering
• Minimum (15) years of experience with 10 years in Oil and Gas company preferably leadership in both project execution and project control positions.
• Strong ability to manage the timeline of the project to ensure there are no delays. Managing all the stake holders to produce an efficient site.
• Well-structured way of working.
• Experience in improving tools and processes and driving change across multiple project locations.
• Solid knowledge of Concept/process engineering principles and applications in both ‘green field and brown field’ environments
• Expertise in budget management, VOWD and cost control
• Solid foundation and knowledge of oil field economics
• Full familiarity with Project Development Cycles and Technical Authority mechanisms
• Demonstrable competence and understanding of Risk Management principals and Risk Management processes covering both concept, FEED, detailed engineering, commissioning and operations.
• Deep expertise in Change Management and Project Controls, governance and work planning
• Track record in competence development and demonstrable knowledge of competence development frameworks
• Strong Leadership, communication and interpersonal skills.
• Strong organizational, and prioritization skills.
