• Preparation of tendering documentation which include :-
? - Receiving scope of work, technical specifications, andreviewingof the information with the Line Department/Contract Holder.
? - Initiate the contracting strategy to meet tenderingobjective(cost, time and ICV),
? - Development of Technical and Commercial evaluation criteria,
? - Identifying potential vendors by referring to theJointSuppliers Registration System (JSRS) followed by Pre-Qualificationif required.
? - Analyse historical purchase orders, contracts, agreementsandmarket trends and liaise with user departments and the ICV sectioninorder to maximize In country value (ICV) opportunities in ordertoinclude them in master tendering plans and strategies.
• Obtaining all relevant approvals including SupplyChainManager, Internal Tender Board (ITC), Shareholders and Ministry ofOilGas (MOG) Tender Board Committee. Attending with the ContractHoldersITC and MOG Tender Board whenever required to present theproposals.
• Preparation of Invitation To Bid (ITB) Documentwithappropriate approvals secured prior to issuance of the ITB toapprovedbidders.
• Coordinate and facilitate Tender Clarifications andtechnicalevaluation process with the Line Department, the processincludesClarifications issued and received, Commercial Bidsimplication, reportcompilation, report presentation if required andpreparation of finalTechnical Report for Management, ITC, Shareholdersor MOG tender Board approvals.
• Lead commercial evaluation process, the processincludesreview of commercial, implication, cost conditionings,reportpresentation if required and preparation of final awardRecommendationfor Management, ITC, Shareholders or MOG tender Board approvals.
• Follows-up on contracts awarded, notification tosuccessfulbidder, with the issuance of “Letter of Intent"or“Letter of Award” and issuance of regrets to unsuccessful bidders.
• Attending all contractual issues on Post Award suchasbreaches, default, penalty, and recommendation of extension,Amendmentor Variation to Contract for Management, ITC Shareholders andMOG TenderBoard approvals. Lead and participate in all commercial orlegal matter.
• Follows up on contracts, including preparing contractrenewalreminders to the Contract Holders’, amendments,cancellations,extensions and claims; obtaining management, ITC,Shareholders and MOGapproval and keeping current files tracking recordsfor all contracts.Lead or participate in all negotiations.
• In connection with the Customer’s focalpoint/ContractHolder, maintain and review the CustomerDepartment’s MasterProcurement Plan to ensure pro-activeness inattending to contractsrequirements for extensions, replacements and ACVincrease.
• Measure contract performanceandassess in order to identify best value from a cost/benefitperspective,including comparison of old pricing to new pricing, andcross referenceof products/Services.
• Ability to intervene effectively and to provideconstructivecommercial challenge, potentially with senior management,when it isrequired to ensure compliance with company processes and procedures.
• Develop and maintains positive, professionalrelationshipswith all internal and external customers by cultivatingeffectiveworking relationships. Maintains proactive reaction to customer needs.
• If required, and alongside the Customer/ContractHolder,Monitor supplier/Contractor performance. Prepares and implementsactionplans with follow-up for suppliers failing to meet performance requirements.
• Monitor current and future Contracts requirementsandidentifying those which need immediate response and take theownershipto ensure that Daleel requirements are met in sufficient time.Provideall necessary support-being as focal point- to End user/ContractEngineers to ensure that end users requirements arehighlighted,controlled and processed ahead all time. Master tenderingplan shall beproduced and presented by December of each year.
• Contribute to the development and training of juniorOmanistaff, by enhancing commercial awareness and in depth knowledgeofcontract engineering.
المهارات المطلوبة
Minimum Academic Qualifications:
- A bachelor degree or equivalent professional qualification in Business Administration, Engineering, Quantity Surveying, Finance, Accountancy, Law, and/or Economics. MBA, CIPS membership or other equivalent professional qualification and commercial experience are preferred.
Minimum Work experience:
- Minimum 7 years relevant experience, preferably 5 years in Upstream Oil and Gas industry.
