Job purpose

Implement and executes the strategy for Major Projects contracts providing analysis and recommendations as well implementing best practices to contribute to the continuous improvement of the EPC contracts management.

 

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Create Contract plans well ahead of Major Projects Contracts in order to meet end user’s timelines.
  • Coordinate with other team members to collect all Major Projects Contracts requirements. Check the synergies between them and unify the common ones before starting the tendering processes.
  • Develop, review and challenge major projects contracting strategy in line with project main value drivers.
  • Support Project task force team at project stage reviews and data analysis.
  • Perform the development of tender specifications for Major Projects Contracts in line with business expectations, risk perspective and applicable laws.
  • Execute the full contract cycle from pre-award to post-award and carry out contract management Including the tender-board approvals. 
  • Draft complex contracts and commercial terms and conditions (including technical recommendations) to best serve and protect the company’s interests. 
  • Respond to all clarification requests during the tendering period.
  • Align with end user to conduct the technical evaluation & take responsibility for conducting the commercial evaluation.
  • Conduct negotiations with vendors to realize the total economic value to the company considering quality and cost.
  • Support tendering activities and contract management activities in alignment with the organization's policy and code of ethics to ensure the right contracts are in place to deliver value to internal customers.
  • Support the management of contract disputes to ensure fair and timely resolution with vendors. This includes escalation of disputes where needed with the support of legal.
  • Build and maintain relationships with suppliers within the region to ensure positive, constructive and cost-effective commercial agreements for the company.
  • Continuously update the tracking tool with the latest and upcoming tendering / contracts information and details.
  • Maintain HSE as a priority through compliance with HSE rules. Ensure that all contracts are fully compliant with company HSE policies.
  • Collaborate with the ICV team to ensure that In Country Value (ICV) are in place wherever applicable.
  • Promote and encourage the continuous learning and development among team members including knowledge sharing activities.
  • Contribute to the development and implementation of departmental policies, systems, processes, procedures and controls. Continuously identify and recommend improvements while ensuring compliance with the group guidelines, international / local standards and relevant legislation.
  • Support the integration program as needed.

Major Projects Contracts includes project like SLPG, LPIC, OOTCO, DPC, OMPET, etc..

Key interactions

Internal:  F&S, Commercial, Upstream, Downstream, Maintenance, Projects, Alternative Energy

External: Ministry of Energy and Minerals (MEM), Lenders, Staffing specialized Contractors, Vendors & Suppliers

Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site, traveling, when possible and needed.

Education requirements

Bachelor’s Degree in Supply Chain, Engineering, Production Operations Management, Business Administration or equivalent.

Language

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • 5 years of relevant experience and or capabilities in a similar role.
  • Deep understanding of tender law and tender procedures.
  • Working knowledge of Microsoft, Excel, Power Point, Word and ERP systems.
  • Highly organized, detail-oriented and able to work independently.
  • Strong Communication skills (including verbal and written).
  • Strong Negotiation skills.
  • Analytical skills
