- Support the project engineers and construction engineers to deliver the project safely. - Reviewing contractor HSE Cases, Interface documents, Operations plans and HSE Plans - Drive a culture of Goal Zero performance through all aspects of project delivery. - Maintain effective working relationships with the asset HSE organization, project managers/engineers and construction contractor managers &' HSE specialists across the site, multidisciplinary project team to ensure that all Construction HSE aspects are covered and HSE accountability is effectively discharged. - Identify, assess and control hazards, and apply lessons learned to reduce risks during design &' construction/pre-commissioning work to ALARP. - Assist and influence contractors to implement the HSE Management Plans - Coordinate Project team and Contractors in the management of incidents including reporting, investigation, management reviews, lessons learned, etc. - Lead HSE Contractor management including green banding, development of HSE contract terms and conditions and support contractor owner and holders in their roles pre and post contract award - Collaborate with counterparts in HSE team and other projects to standardise and share best practices across locations. Carryout incident Investigations and RCA as appropriate. - Participate in design risk assessments such as HAZOPs, HAZIDs, or any other case studies as appropriate. - Conduct bow-tie verification exercises when necessary - Participate in Audits, including the preparation and facilitation of audit team requirements - Implement HSE policy principals within the OOCEP organization and influence a safety culture as well as ensuring operational risks, including major hazards, are identified and managed - Ensure contractors/subcontractors comply with Omani legal requirements in regard to O&'HSE issues and that their HSE management is in place to perform the work safely through effective HSE risked-based plans and HSE interface-bridging documents, and monitor their effectiveness - Ensure contractor activities undergo health risk assessment to allow for adequate implementation of controls. - Ensure that waste management practices are carried out based on the principles of eliminate, remove, reduce, reuse, recycle and recover - Track all Projects HSE related actions into Action Tracking and report progress - Advise on project HSE performances and identify opportunities for improvement - Ensure continuous contractor performance monitoring and improvement - Deliver, in a timely manner, support processes and documentation that are required for the project for all HSE aspects - Provide day to day HSE support and advice to all HSE Engineering aspects of the projects - Undertake safety pre-qualification and tender evaluation reviews of prospective contractors - Assessment of prospective contractors to meet requirements as early as possible in the tendering cycle. - Ensure to Work safely and think proactively about personal safety and safety of others at work - Actively participate in, contribute to, and promote company occupational health, safety, security and environment culture. - Ensure work is carried out in accordance with the Company HSE and Security policies and procedures and meet company HSE goals and targets, and participate in HSE programs.
المهارات المطلوبة
- Minimum Bachelor Degree Engineering, HSE or equivalent. - Years of Experience (Minimum): - Minimum Bachelor Degree Engineering, HSE or equivalent. - NEBOSH IGC certificate. - Member of professional HSE institution would be a plus. - Minimum 10 years of experience in an HSE role, at least 8 of which are in the upstream Oil &' Gas industry. - Process safety &' project management experience is essential. - Accreditation as HSE Auditor OSHAS 18001. - Experience in oil &' gas project management including interfacing with operations, drilling, well servicing and construction teams. - Skilled in applying risk management techniques, audit management and incident investigation and analysis - A self-starter with a delivery oriented attitude - Good communication skills, with ability to generate reports and present information - Ability to work in a multi discipline, multi-cultural team - Excellent problem solving and analytical skills.
