Job purpose

Promote robust safety services at RPI & Plastics - HSSE – Safety and NGL HSSE, under Team Leader (MAF / LPIC/ SR / AP & Non-Plant / NGL) - Generic - scope’s; through (1) monitoring assigned area (MAF / AP& Non Plant / Suhar Refinery / LPIC / NGL) for compliance with company practice code and Safety control procedures, (2) Supporting plant operations, maintenance and other departments on Safety matters accordingly, and (3) providing training to RPI & Plastic staff in safety by promoting safe practices and safe working environment; in order to contribute with Safety department to meet its objectives.

 

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main Accountabilities

 

  • Perform safety control programs effectively e.g. plant safety walk-through, risk assessments, field Inspections of PTW, PPEs, OMT activities, contractor activities, tools, equipment, etc to control hazards.
  • Prepare & execute HSE campaigns, HSE audit/inspection schedules, HSE trainings, and any other training/awareness as per safety section requirement.
  • Execute safety training programs such as HSEMS modules, Induction, Driving authorization, PTW authorization, etc., for all employees and contractors under the directions of Safety Engineer / Team Lead.
  • Minimize incidents by proper monitoring & implementation of Company’s Health and Safety measures. Conduct incident investigations (Root Cause Analysis) of all recordable incidents and near misses with high potential.
  • Monitor contractors HSE plans and hold regular contractor’s HSE meetings & inspections.
  • Understand & implement emergency response procedures.
  • Support Occupational Health / Environment activities e.g. Noise monitoring, Lux monitoring, Heat Stress Level monitoring, Fatigue management, Odour monitoring, etc.
  • Lead meetings effectively to share information to achieve safety section goals.
  • Develop weekly/monthly reports/presentations with good analytics and update further as per directions from Engineers / Team Lead.
  • Able to use computer-based soft wares, safety systems, and their effective utilization to achieve safety section goals.
  • Contributes to the integrity of the organization structure through constructive feedback.
  • Contributes to improving processes and procedures within the department in conjunction with Team Leader.
  • Keeps abreast of advances in relevant technology and safety practices through discussions with relevant Staff, technical publications, and self-development.

Internal: Within the department and plant personnel up to HeadHea’s level and other RPI & Plastics Departments and Contractors

External: SIPC, ROP, Service Providers, Consultants

Notable Working Conditions. Field Operations and office environment, Moderate to intensive computer screen use.

Education requirements

Minimum Qualifications for this position is a Bachelor Degree in Engineering / Diploma in Safety.

Language requirements 

Excellent knowledge of written, read, and spoken English (required) , Arabic - Native (desirable)

Both:

  • Relevant experience in same role within the Oil and Gas industry preferable in Refinery, Petrochemical, and Petroleum processes.
  • Knowledge of main Safety procedures
  • Experience in the field of managing Safety aspects in Petrochemical, Oil & Gas industries.
  • Fundamentals of HSSE - Comprehensive knowledge of occupational health & safety. Detailed understanding of general industry standards and the requirements of the more frequently referenced standards. Includes deep knowledge of basic health and safety concepts such as hazard and risk assessment, personal protective equipment, behaviour-based safety, machine/ equipment safety, confined space entry, etc.
  • Occupational Health & Safety Management System-
  • Experience in HSE audits.
  • Knowledge of ISO 45001 and RC14001.
  • Knowledge of risk management methods and practices.
  • Knowledge of HAZOP or similar studies.
