About the Company

Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.
 

Purpose of the Job

This position is part of the Functional Project Services Team in PDO, reports to the Corporate Functional Discipline Head (CFDH) Project Services and is part of the Engineering Directorate (UED).
The purpose of this position is to develop and manage the Cost Estimating discipline team in PDO, to support delivery of credible & competitive Cost Estimates for Capital Projects.
Focus is on the pre-FID phases of opportunity development across the various businesses in PDO and follows the Capex investment portfolio, ranging from new field development for Oil & Gas, infill projects, and Renewables and Carbon Capture Underground Storage (CCUS) projects.
Equally important is to deliver Company Check-Bid Cost Estimates to support Contract Awards and placement of Purchase Orders (Pos) for equipment and materials.
 

Education & Experience

  • Bachelor's Degree either in Engineering discipline or equivalent.
  • Work experience: Minimum of 10 years in the oil and gas exploration and production industry, primarily in cost estimate and project services management positions, or equivalent. Considerations would be in:

-    Direct recent and extensive experience in both Brownfield and Greenfield developments.
-    Experience in “Execute” phase (e.g., engineering, controls, C&P, construction).
-    Direct experience with Renewables, CCU and H2 projects would be an advantage.
 

Main Responsibilities

  • Manage, coach, and develop the Cost Estimating team to enhance and improve the overall delivery capability, enhance a culture of care & support.
  • Deliver consistent and appropriate Cost Estimating support for projects in the portfolio and manage the team workload for the estimating communities, both in Function as well as in Project Delivery organization. Provide guidance to assets and projects.
  • Lead and Conduct TA2 for Cost Estimates for the projects delivered in PDO to support credible & competitive projects.
  • In collaboration with the CFDH Project Services, determine resource needs for Cost Estimating team and for Project Delivery teams.
  • Interview and hire resources as contract staff, experienced hire staff and new graduate staff. 
  • Ensuring all health and safety, as well as company regulations are always followed by staff. In light of the delivery pressure, ensure work and life balance of team members.
  • Motivate staff to achieve optimal performance and manage their competence development.
  • Liaising with staff and organizing teambuilding events.
  • Organize and attend workshops and training sessions wherever possible.
  • Implement the PDO standard tools and processes across all prospects/projects adapting the standards to suit the ORS stage. Support implementation of Best Practice Cost Estimating Tools on projects.
  • Connect to global estimating networks and encourage team members to estimating networks for faster sharing of lessons learnt and implement continuous improvements initiatives.
