Job purpose Leads, promotes, oversees, and manages a robust HSE service / Process Safety related to projects and facilities, under Head of Techn. & LCM Integration and assign appropriate resources to ensure all HSE processes, activities, and standards are implemented and accomplished. Monitor progress of HSE Management, processes and procedures implementation, execution, performance, KPI’s to assure zero harm to people, assets, and environment while deliverables are accomplished on time, according to OQ’s standards and budget, assuring availability of the facilities and operational continuity. The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives. |
Main tasks and responsibilities HSE - Ensure the overall strategy for Project Delivery function is cascaded down and translated into operating plans and set measurable (financial and other) targets.
- Lead and oversee the application of the HSSE policies and standards to the design, engineering, and construction activities, developing plans and KPI targets to ensure compliance with regulatory requirements as well as OQ policy and standards for HSSE.
- Ensure all engineering deliverables are reviewed and are in line with the company’s requirements including risk reduction philosophies and measures to ensure risks are As Low as Reasonably Practicable (ALARP) including the framework for Process Safety, Hazard, and Effect Management Process (HEMP), Behaviour-Based Safety (BBS) and other risk management tools.
- Monitor the HSE project performance and KPI against plan and target for the early detection of issues, advice on measures to ensure SN NGL’s compliance with relevant applicable Occupational Health, Safety, Environment Legislation, and Regulations.
- Manage contractors, reviewing their HSE performance report and ensuring they comply with the IFC World Bank standards, EPBD (Equator Principle Bridging Document) as well as the country’s regulations, as well as OQ’s requirements.
- Lead the preparation and execution of the HSE Audit Plan to ensure compliance with established standards.
- Promote good HSSE practices and attitudes for ensuring the effective management of safety to yield a strong HSSE culture.
- Support and lead accident/incident investigations under the guidance of Projects HSSE as required and escalate unresolved issues; ensure proper analysis of the relevant statistics, identifying trends, and suggesting improvement plans.
- Act as the technical advisor on Occupational Health, Safety, Environment, and Emergency Management issues for SN NGL and keep abreast of the latest developments, laws, standards, regulations, etc. to promote the continuous improvement of processes and systems; provide feedback to the Projects HSSE function on learnings from SN NGL to support them in ensuring policies and standards, codes are aligned with regulatory requirements and best practice.
- Ensure appropriate support is provided to the Projects Contract and Procurement Process in the preparation of tender documents and HSSE technical evaluations of bids and conduct HSSE due diligence on contractors to facilitate effective selection of contractors to suit HSSE and business requirements.
- Coordinate with lenders and ensure all their requirements are met and fulfilled; generate and provide monthly and bi-annual reports to them and lead their quarterly site visits.
- Ensure that all regulatory permits are obtained on a timely basis throughout the project duration.
- Manage the HSE teams at both locations (design office and the site) to ensure teams are working at their optimum level and the effective achievement of individual objectives, manage and actively drive their performance, talent, and career development through guidance and mentoring to maximize their potential.
- Ensure that all engineering deliverables are reviewed and are in line with the company’s requirements including the implementation of risk reduction philosophies and measures to ensure risks are As Low As Reasonably Practical (ALARP) including the framework for Process Safety, Hazard and Effect Management Process (HEMP), Behaviour-Based Safety (BBS), HAZID, ENVID, QRA, FERA, ESIA, Safety Drawings, HSE Philosophy, and other risk management tools.
- Ensure that contractors comply with the IFC World Bank standards, EPBD (Equator Principle Bridging Document) as well as the country’s regulations.
- Manage the HSE team at both locations (design office and the site) and ensure teams are working at their optimum level.
- Generate a scope of work/strategy for any procurements related to HSE when applicable.
- Monitor HSE project KPIs.
- Review the contractors HSE performance report.
Technical Safety: - Support and drive continuous improvement and ensure suitable mitigation plans are in place.
- Assist business in the delivering a systematic, fit-for-purpose and cost-effective approach to the management of process safety risks to ALARP.
- Facilitate the Risk Management Process including operationalizing the HSE Safety Case and Bowties.
- Plan, organize, facilitate, or lead risk assessments and select the best-suited methodology for the Risk Assessment such as HAZID, HAZOP, What Ifs, etc., and ensure timely closure of recommended actions.
- Focal point for the Ensure Safe Production Work Processes.
- Drive Process Safety assurance and prepare site for internal, corporate, and agency Process Safety reviews and audits.
- Drive Process Safety Fundamentals Dilemmas and non-enablers program for the site.
- Support asset in understanding Process Safety Key Performance Metrics and in implementing improvement plans.
- Participate in investigations for major/ high potential process safety related incidents and ensure adequate closure of the identified actions; Support root cause failure analysis in relation to process safety incidents / near misses.
- Ensure facility personnel are trained in the recognition of hazards and assessing risks associated with the hazards in accordance with the Risk Assessment Matrix RAM.
- Introduce the concept of MAH management and the concept of barriers “on both sides of the bow-tie” that are there to Prevent, Detect, Control, Mitigate, Manage Evacuation, Escape and Rescue.
- The Process Safety Engineer will be a resource within the Process Engineering group to assist in processing facilities safeguarding, hazardous area classification and overpressure protection studies and coaching engineers as needed.
- Execute work following the company’s HSE management system.

Education requirements | Minimum qualification for this position is a bachelor’s degree in engineering, or related. |
