About the Company

Petroleum Development Oman is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply.

Purpose of the Job

  •  Ensure that all AIPSM Process Safety Events Tier 1, Tier 2 and HiPo are thoroughly investigated at technical and human elements, lessons are learned, and value is added to PDO.
  •  Provide AIPSM coaching to senior leadership at Corporate and Directorate level, including facilitation of management workshops, process safety days, and deep dives into AIPSM incidents at corporate and directorate level. Provide expert process safety advice to senior leadership by analysing emerging trends on AIPSM. 
  •  Promote process safety lessons to the PDO organisation by regular themes for safety meetings, development of process safety lessons, themes on process safety topics, etc.

Education & Experience

  •  Bachelor Degree in Engineering (Chemical, Mechanical, Fire, Safety, Physics).
  •  Minimum 10 years’ experience in production or engineering of oil and gas facilities, including a minimum of 8 years’ experience in Technical Safety Engineering/Process safety.
  •  Skilled in developing ALARP demonstrations for Process Safety risks and assuring HSE Cases.  Demonstrated skill in the management of major accident hazards.
  •  Skilled in facilitation of workshops including Process Safety Reviews, Risk Assessments, and Thematic Deep dive sessions.
  •  Skilled in investigation techniques for process safety events, including Causal Learning (mandatory), TRIPOD, 5 Why’s, What If, and other techniques. Core understanding of API, IOGP and industry standards on AIPSM management.
  •  Skilled in facilitation of workshops including Process Safety Reviews, Risk Assessments, and Thematic Deep dive sessions.
  •  Experience with the PDO audit process by participating in L1/L2/L3 audits on process safety/AIPSM (or engineering/operations).
  •  Sound working knowledge of Bowties, ALARP, SIMOPs, HAZOP, SIL classification and Facility Layout and Siting, Physical Effects Modelling and Quantitative Risk Assessment, Process Safeguarding, Fire safety, and Wells and Petroleum Engineering.
  •  Effective communicator who can influence key stakeholders. Demonstrated skill in clear communication, across multiple PDO Functions and Directorates.
  • Good spoken and written capability in English and demonstrated IT literacy.
     

Main Responsibilities

  • Assure that all AIPSM Tier 1/2 and HiPo events are recorded, thoroughly investigated, and presented to (M)DIRC, with further communication to shareholders as required.
  • Promote process safety awareness, learning from incidents and ‘chronic unease’ at all levels of the organisation.
  • Provides leadership, direction, coaching and technical support to PDO senior leadership and PDO’s AIPSM teams with Subject Matter Expert AIPSM consultation as and when required.
  • Develop/organise fishbowls, corporate & asset deep dives, AIPSM L2 audits, site PSRs, thematic process safety reviews and work stop packages as per annual business plan.
  • Assures procedures and tools are available to staff to implement AIPSM requirements (such as PDO AIPSM Databook LKB, AIPSM specifications and procedures). Promote other LFI learning tools.
  • Active support to the AIPSM Working Group and the AIPSM Steering Committee.
  • Provide guidance, development, and lateral learning to other technical safety engineers in PDO.
  • Preparation of the monthly and annual incident reports and analysis on AIPSM Incidents.
  • Support and evaluate technical safety graduates on process safety incident investigation.
  • The following accountability may be added to the role in the future: Custodian of AIPSM L2 audit and accountable for annual delivery of the AIPSM L2 audit program (incl. thematic learning and feedback to TDG).
