The Associate / Contracts Engineer will be responsible for managing contracting strategies and tendering activities. In addition, ensuring that bid packages, commercial evaluations, award recommendations, contracts and approvals are carried out effectively and efficiently in accordance with Supply Chain Management (SCM) policies and procedures.
The Associate / Contracts Engineer responsibilities will include but not limited to:
Liaise with proponent departments, and other support departments (finance, legal, HR) to prepare and develop tendering & contracting strategies.
Develop commercial evaluation models and participate in developing technical evaluation models.
Lead communication between the company and bidders during the tendering process, including issuing invitations to bidders and bid documents, preparing responses to bidders’ clarifications, and ensuring bid documents are received.
Review and perform commercial evaluation and formulate contract award recommendations.
Present with proponent contracts strategies, evaluation results & award recommendations to contracts committee and tender board.
Responsible for acquiring all necessary approvals for commitments and issue contracts & agreements.
Develop negotiation strategies and lead negotiation sessions.
Conduct market analysis/benchmarking and transform market research data into clear outsourcing recommendations & sourcing plans.
Identify and monitor vendors and changes in the industry.
Review contract spending & expiry dates and coordinate with the proponents on required actions.
Manage contracts, recommend amendments/extensions, and seek required approvals.
Ensure complete contract documentation to provide a clear audit trail.
Conduct monthly reviews with proponents to anticipate needs and determine requirements.
Bachelor’s Degree in Mechanical Engineering, Industrial Engineering or Operations Management.
A minimum of 3 years and a maximum of 5 years of experience in Contracts Management.
Knowledge of legal affairs related to supply & contracts.
Knowledge of market intelligence & supply chain planning.
