Job purpose Leading the project planning activities and deliverables related to the project delivery projects, under the authority of the Head of Project Services. Responsible for developing performance improvement plans to ensure the appropriate Project Planning tools are available and properly utilized to support the PD functions guaranteeing business continuity and efficiency. The position will act according to the organization’s mission, vision, values, policies, and guidelines, supported by an IT technology platform, HSE standards, the Oman government, and other legal justifications and best international practices aligned with national objectives. |
Mandate QHSSE Obligations - Ensure compliance with the HSE Management System.
- Monitor and report safety performance and compliance.
- Guide, advise, communicate, and enforce safe behavioural practices (Life Saving Rules, Process Safety Rules) to perform tasks safely.

Main tasks and responsibilities - Responsible for the development of plans and schedules, overseeing the entire program of work within PD.
- Lead the Health Check of the Schedule received from the Contractor to ensure the Company's requirements are fulfilled.
- Lead reviewing and evaluating the Bids in terms of Project Planning and Control requirements
- Establishing the Progress Measurement System of all Projects.
- Overseeing the updates of the schedule based on inputs from the project team.
- Responsible for verifying the critical paths and interfaces between design, engineering, procurement, execution and Closeout
- Monitors progress on a daily, weekly, and monthly basis or as and when required, comparing it with baseline planning.
- Lead project control and planning aspects within projects and ensure compliance with the company’s procedures and requirements.
- Coordinates and organizes planning activities for both head office and site work.
- Select the most appropriate techniques and logical sequences to complete the project scope.
- Develop the Work Breakdown Structure (WBS) and integrate it into the project schedule to assess progress and forecast time, resources, and cash flow.
- Prepares monthly and weekly progress reports, charts, histograms, and S-curves for all projects.
- Set up alerts for important contractual and milestone dates, highlighting them to management.
- Responsible for analysing root causes of delays and identifying threats to the schedule or milestones.
- Prepare the project’s resource loading and workload plans.
- Lead project progress meetings, highlighting items related to planning and scheduling, and challenging contractor or third-party schedules if unrealistic.
- Lead risk management and conduct the Risk Workshops of all assigned Projects and maintain the Risk Register of the Projects.
- Leading the process of Project Management of Change (PMOC), variations and claims' delay analysis.
- Leading and managing the Cost Team for providing Project Phasing to establish CBS as well as LE. (Latest Cost Estimates) for Business Plan.
- Develop PD’s Budget and monitor the performance of the business plan.
- Lead Cost estimates and drive accuracy throughout the project phases with supported benchmarks.

Working Conditions Primarily office-based, occasional travel, and sporadic visits to the Project sites. |
Education requirements Master’s Degree, or bachelor’s Degree or equivalent. |
Language Preferable English and Arabic. |
Experience and background. - 8+ years of experience in leading and contributing to cross-functional projects teams, and complex projects at oil and gas sectors.
- Understanding the Leading Technical Functions related to (technical services, projects, operations, and maintenance), HSSE professionals, budget, and business plans.
- Preferred to have PMP (Project Management Professional) Certification
