ROLE PURPOSE

Develop and sustain a culture of Process Safety for the Qalhat Complex to ensure asset integrity. Provide leadership in process safety, risk management, and ensure accountability of HSSE CF requirements (i.e. AIPSM). Drive the implementation of associated controls and provide means to assess the effectiveness of these controls. Provide expertise and technical know-how to internal stakeholders. Recognize, develop and champion scope for structural improvement in safety and reliability to comply with required technical and economic standards. Provide process safety reviews and assurances for plant changes/improvements using OLNG's Management of Change process. Acts as Process Safety Manager with full authorities whenever required in his/her absence.

ROLES, RESPONSIBILITIES AND CHALLENGES:

2.            Support the implementation of Risk Management strategy whilst ensuring compliance with design and engineering standards with specific emphasis on DEM 1 and the Process safety basic requirements (PSBR) and other relevant International Safety Codes to ensure that Process safety risk is adequately managed, hence no Process Safety incident.

3.            Support the development and implementation of process safety assurance and compliance. Provide Process Safety Guidance and Support which will ensure that hazards is managed to tolerability and ALARP criteria.

4.            Lead and/or facilitate internal HEMP/Bow-ties/LOPA sessions when required. Follow-up implementation of bow-ties with front end users to ensure the methodology becomes part of the culture in Oman LNG.

5.            Coordinate and participate in the implementation of a 5-years rolling program of process safety reviews (PSA) to cover all RAM 5A/B and red risk process and utility areas. This will assist in providing assurance that plant design does not have any inherent Process Safety risk. This also includes high level planning, (part-time) attending sessions, clarifying actions and appropriate closure dates and follow-up of action status with responsible parties.

6.            Facilitate and/or participate in all in-house process technical safety reviews (HAZOP, DSR, Pre Start-up reviews, Fire Safety Reviews, S-RBI, IPF), for required plant changes/ improvements through the MOC process; ensuring that there is no Process Safety Gap in Process safety risk identification and eliminated or mitigated for.

7.            Ensure and maintain quality of critical process safety documentations like  Process Safeguarding Memorandum (PSM), process safeguarding flow scheme (PSFS) which are process safety critical document required for the Operating facility with respect to design.

8.            Develop tools and processes to support embedding Process Safety culture and Process Safety as a way of work. This ensures that Asset leadership in Process safety is visible whilst supporting objectives and targets for process safety management of the Asset with clear expectation and accountabilities.

9.            Support the review of Process Safety risk to ensure is managed to ALARP and identify actions to take if they are not. Support the implementation of these actions to provide assurance that the plant is in a state of fitness.

10.          Coordinate the monitoring, analysing and reporting of Process Safety leading and lagging indicators. Provide steer and develop strategy to address specific process safety issues and reflect the effectiveness of the key controls/processes.

11.          Promote barrier thinking to risk based assessments to ensure plant safety and integrity (incident investigations, Management of Change, Omnisafe closure).

12.          Propose and/or lead development studies and projects related to plant process safety and plant integrity improvements.

13.          Actively facilitate or participate, provide information, and instruction to effectively apply the OMAN LNG Risk Assessment Matrix (RAM) rating in the area of responsibility.

14.          Advice on process safety to meet Oman LNG business principles and objectives, including safeguarding performance by leveraging technical expertise in the field.

15.          Promote technical integrity of process design to comply with required technical standards (e. g. legal requirements DEPs and SIOP standards) and apply design strategy aiming for minimum life cycle cost in the defined scope area.

16.          Build and nurture a close working relationship with Technical Advisor through networking and execution of process safety studies and projects.

17.          Develop tools & keep abreast of process safety changes and drive case for change that will improve complex safety, integrity, reliability and environmental performance.

18.          Build and optimize effective liaison with process technology, environmental technology, operations and engineering departments. Closely interacts with the laboratory to ensure methods, limits and sample schedule provide the correct feedback for supporting safe production, engineering and various process test-runs.

19.          Ensure state-of-the-art methods and tools are available for the Process Safety section by regular contact with external consultants and vendors.

20.          Act as lead focal point, liaison with external vendors and Shell Global Solutions to execute projects and/ or facilitate safety reviews on the site with responsibilities ranging from Terms of Reference preparation to cost/schedule control.

21.          Actively support the shut down by providing assurance in process safety and interventions.

22.          Provide advanced process safety familiarization and training for other OLNG staff and mentor Process Safety Engineers while also working towards self-development.

23.          Coach and develop process safety staff to ensure the minimum competency levels are met or exceeded
