الوصف الوظيفي

Responsible for managing contracts, procurement and Supply chain function including but not limited to contracting for drilling, projects and operations (both major and minor). The responsibilities include:

  • Preparation of annual procurement plan in consultation with all stakeholders.
  • Preparation of tendering strategy for major contracts & present the same to MOG and internal tender board.
  • Preparation of potential bidder list and issue Request for Quotations (RFQ). 
  • Prepare commercial evaluations, LOAs, Contracts/ Purchase Orders.
  • Liaise with end user for technical review and provide commercial support, including but not limited to enhanced commercial model strategies and evaluation criteria
  • Issue, track and close out clarifications to suppliers on legal and technical deviations.
  • Maintain PO and contracts information including updating of delivery, mobilization timelines, etc. and routinely provide an open order report to all department managers. Analyze and prepare reports on the performance of key contracts, including the establishment and tracking of performance matrices
  • Monitor contracts usage, provide regular updates to stakeholders, coordinate and issue variations as and when needed.
  • Monitor, assist and support the Requisition to Pay (RtP) process to ensure compliance with PO/Contracts
  • Responsible for securing all of the required approval and supporting documentation required to ensure full Cost Recovery from MOG
  • Ensure POs and Contracts are correctly set-up in SAP ERP systems for Contract Management and timely payment to suppliers
  • Ensure business ethics are maintained to the highest level and ensure compliance with the company policies on Code of Conduct and Business Ethics. Identify potential areas of compliance vulnerability and risk, develop, communicate and implement corrective and preventative action plans for resolution of problematic issues.

المهارات المطلوبة

  • Omani National with Minimum bachelor’s degree in engineering, supply chain management, operations management, or finance.
  • 12-15  years of working experience in procurement and supply chain function preferably in upstream Oil and Gas Industry
  • A professional Certification related to supply chain is considered an asset.
  • Knowledge of contracting laws and industry standard general terms and conditions
  • Knowledge of Upstream Oil and Gas industry, E&P equipment, services, operations.
  • Experience in dealing with the Ministry of Oil and Gas is desirable.
  • Professional certification from American National Association of Purchasing Management (NAPM) or British Chartered Institute of Purchasing and Supply (CIPS) or equivalent is an advantage
  • MS Office (PowerPoint, Excel, Word) and preferred experience with SAP/ERP system(s).
  • High levels of written and verbal communication skills in English
