Job Description

1. Managing pre-award tasks related to the procurement and acquisitionof high value, critical/complex and multifaceted Services and Goods required by User Departments.
2. Work with various Users/stakeholders to execute strategy sourcing of new requirement from planning, implementing, evaluating and recommending award consistent with the approved tender strategy:
3. Pre-award management with the Tender Working Team (TWT) of new requests and review scope requirement, budget and commercial model, technical and commercial evaluation criteria,bidders’ lists, identify ICV opportunities, initiatives and restriction and other tendering requirement; and recommend suitable tender strategy.
4. Lead TWT in preparing the tender strategy suiting user’s requirements (cost, time and resources).
5. Lead the preparation of Invitation to Bid Document (ITBD) and coordinate the tendering process requirement.
6. Coordinate and support users during technical clarification, evaluation, and the preparation of Technical Evaluation Report, leading in commercial evaluation and the preparation of Commercial Evaluation Report and Award Recommendation.
7.Presentation to and seek approval of the Tender Strategy, Technical Evaluation Report and Commercial Evaluation Report and Award Recommendation from appropriate approving authority committee.
8.Facilitate and lead negotiation meeting and/or Pre-Award Meeting with the potential contractor.
9. Attending all contractual issues on Post Award such as breaches, default, penalty, recommendation to contract period extension, termination, Amendment or Variation to Contract, etc for Management and/or MEM Tender Board approvals.
10. Lead and participate in contractual disputes like commercial or legal matter. Responsible to provide advices or direction, or seeking external legal advices if required.
11. Follow up on contracts, including preparing contract renewal reminders to the Contract Holders’, amendments,cancellations, extensions and claims; obtaining management's and/or partners and MEM approval and keeping current files tracking records for all contracts.
12. Compliance to Daleel Quality, Health, Safety and Environmental (QHSE) policies
13. Follow all QHSE policies of the Company at all times
14. Ensuring applicable QHSE requirement such as Contractors QHSE Management Procedure is included in the ITBD/RFQ.

Skills Required

1. Degree in Engineering, Commerce, Quantity Survey, Business Administration, Operation Management or related Supply Chain related field.
2. Proven of having minimum 10 years relevant experience in Supply Chain Management and specifically 7 years in Sourcing –Contracting and Procurement in the in Upstream Oil and Gas industry
