Job purpose

Responsible to the Shutdown Management for the coordination of all aspects pertaining to the delivery of safe, successful and timely shutdown/turnarounds in order to ensure maintenance performance and equipment reliability targets to support safe and efficient operations.

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Conduct thorough pre-task planning assessments of Static equipment (vessels, columns, heat exchangers, etc.), Manifolds, Flow Lines, Pits, Sub-Stations, etc. to identify all requirements for overhauls. Typical examples such as:- Spares, Materials, Utility Plant, Hydraulic Torque Tooling, Transformers, Machinery Access and Egress, Scaffolding, Lifting provisions, Purging needs,  Spades / Blanks, Rated Bleed Hoses / fittings, Bespoke Jigs, Special Tools, Consumables, Valve Bay, Fitting, Electrical, Instrument and Fabrication Workshop readiness, Transportation.
  • Produce requirements for common user services such as scaffolding, insulation, rigging, painting, welding and fabrication and produce a separate spreadsheet for planning and procurement purposes.
  • Liaise closely with the shutdown planners and provide tasks, timings and all other information required for accurate planning and scheduling of work for all planning purposes. 
  • Regular interaction with The HSE Coordinator, Engineers, Construction / Maintenance Supervisors and Static Team Leads to ensure that the shutdown schedule and costs are on track, and to assess safety, quality and readiness of all Third-Party Personnel and Equipment.
  • Develop to review & freeze scope of work for shutdown /turnaround.
  • Contracting, technical and commercial evaluation and awarding of contracts. 
  • Work closely with Client and Company Procurement and Warehouse Teams.
  • Promptly communicate with all parties (if/when) deviations are required for amendment of level plan(s)
  • Highlight simultaneous operations and ensure that hazards and risks identified are mitigated.
  • Skilled in report writing and will prepare and receive handovers pre / post field breaks.
  • Understand Security and Emergency Response roles and responsibilities.
  • Monitoring of progress against the procurement and overhaul work plans / schedules and prevent mission creep.
  • Flexibility to identify then ensure adequate contingency resources are available should a switch in priorities be necessary.

Education requirements

Minimum Qualification for this position is Degree in Mechanical Engineering or similar.

Language requirements 

Excellent knowledge of written, read, and spoken English (required) Arabic - Native (desirable)

Background and experience

Competencies and skills

  • +8 years’ experience in Petrochemical or Oil and Gas projects specific to leading and coordinating turnarounds and shutdowns.
  • Knowledge of process plant, systems controls and vessel performance and structure and of Safety Procedures, Inspection Reports, Schedules, Isometrics and P&IDs.
  • Possess and Commercial acumen, self-driven, analytical nature, and pragmatic.
  • Have an understanding of Clients and International Engineering Codes and Standards
  • Physically able to perform duties at site locations with generally harsh climatic conditions
  • Able to travel to site frequently and for long stints. The role requires a combination of office work and site-based work.
  • Skilled in Shutdown /Turnaround Planning Milestones i.e. Continuous Planning Phase, Concept Phase, Definition Phase, Detailed Planning Phase, Pre-shutdown/turnaround Execution Phase, Turnaround Execution Phase & Post shutdown /turnaround Execution Phase
  • Read & understand drawing for various modifications, tie-ins joints & replacement of pipelines during shutdown /turnaround & skill in preparation of isometric with the help of draftsman.
  • Familiar in Preparing WPS to activity level, Level-III, Level-IV network for shutdown/turnaround.
  • Network & Schedule for base scope & variable scope.
  •  Talent in Calculating Resources based on Primavera and or MS Project for shutdown/turnaround.
  • Capacity to Prepare Scaffolding, Insulation & Painting Estimation for a particular shutdown/turnaround.
  • Ability to Prepare S curve to monitor daily progress starting from scoping phase to pre- shutdown phase and then during execution and post shutdown periods.
  • Able to lead independently a group of planners for any shutdown /turnaround and plan a minimum of three (3) shutdowns /turnarounds simultaneously at a time.


  • Strong management & leadership skills to lead all aspects of the O&M support process & should be able to work collaboratively with all involved.
  • Excellent interpersonal skills and multi-cultural sensitivity.
  • Adaptable and motivated general management strategist who relishes challenges
  • Having technical report writing skills and usage of modern planning techniques and computer software's such as Primavera (P6) / MS Projects / SMART Plant, MS Office - 2010, etc.
  • Has computer knowledge especially with MS Project, Primavera P6 and Microsoft Word, Excel, Power Point, Access, etc.


  • Shutdown and turndown management
