Job Description

The Contract Engineer is responsible to plan, organize, manage and execute contract engineering activities from initial strategy development to award and follow up the post award contract management phases for all contracts in portfolio, in order to achieve established short and long term smooth running of the contracts, mitigate potential claims, manage ACV and variations and meeting the contractual duration, hence realizing contract profitability (in terms of early production) and market competitiveness.

Skills Required

EXPERIENCE / QUALIFICATIONS NEEDED​ Bachelor Degree in Engineering, Operations Management, Quantity Surveying, Economics, Business, Supply Chain Management, or equivalent. Minimum 5-10 years of experience in Contract Engineering or equivalent. Good oral and written technical English capability (communication skills) Minimum 2 highly critical contracts of ACV of over USD 100 Million OR >20 contracts with ACV of over 25 million.

ESSENTIAL JOB FUNCTION:   The contract engineer responsibilities include but are not limited to: Provide contract engineering activities from initial strategy development to award for highly complex/risky contracts with very high value and follow up the post award contract engineering management phases. Maintain HSE as priority through compliance to company house rule, HSE golden rules and Life Saving Rules. Independently manage the full sourcing process from strategy development and implementation through pre-qualification, tendering up to award of contracts considering in-country value including constructive challenge of existing processes and procedures, timely involvement of stakeholder’s views and suggestions through tender board presentations with the aim of having a complete, clear and unambiguous tender document that will form the base for the final contract document. Advice and support end users to ensure that all parties share a common goal and understanding and CP latest standard documents are used and Procedures and Guidelines are strictly abided to in the whole sourcing process and post-award contract management with the aim of running the operations ethically and efficiently. Develop and execute pre and post award contract management plans, KPIs and workshops with stakeholders to ensure that the post award contract phase is managed effectively and drive business improvements. Support the development of and challenge the technical evaluation models and independently develop commercial evaluation models and ensure that the evaluation models are accurate and complete, and evaluations are carried out in accordance with agreed process and drive CP procedures to engage tender board(s) and award to the right bidder. Liaise and challenge the Contract Holder team and other concerned stakeholders to manage and execute contract changes, variations and claims in order to avoid progress interruptions, extensions of time, failure to meet contract obligations and avoid unnecessary cost overruns. Set-up and maintain all contracts, variations and related documents in HCF System and upload contracts and variations in system in order to record all live contracts including completed and closed contracts for future references and audits. Identify areas of improvement in CP process implementation in general, contracts management in particular and value identification and realization and actively participate in meetings with customers and contracts’ related workshops in order to keep track of all the processes and drive improvements. Support and coach other C&P staff and all relevant stakeholders in order to help towards development of in-house talent to enable to meet current and future challenges.
