The Drilling HSE Specialist is responsible for providing HSE support and ensures effective implementation of the Operating Management System (OMS) during Drilling and Work Over operations, providing HSE support to the well site supervisors. Further, the Drilling HSE Specialist shall monitor and ensure that all operational safety controls are compiled to reduce the risks at all well sites. The Drilling HSE Specialist will provide professional HSE guidance in the implementation of HSE Policies and Procedures and Emergency Response through audits, inspections, and review of the service contractors’ HSE programs, and other HSE activities such as project work related to the Oxy drilling operations.
The Drilling HSE Specialist will be responsible for but not limited to:
Support the HSE and Drilling team with planning, coordinating and implementing effective HSE policies, guidelines and procedures to ensure that the department objectives are met.
Provide safety leadership, handling and supervising all HSE activities in the field.
Promote/demonstrate HSE expectations and HSE culture.
Plans, directs, and controls the development of the divisional specific HSE programs, procedures and training plans in line with corporate guidelines to enhance leadership at Drilling site.
Preparing periodic and special reports, attending daily/weekly and monthly coordination meetings of the division, manage Safety Statistic, track and provide regular Drilling HSE performance reporting to the Drilling HSE Team Leader.
Provides technical support and gives work direction/mentoring to less experienced team members. Openly shares knowledge.
Develop working knowledge of HSE Management System with mentoring and coaching less experienced HSE team members.
Monitor all ongoing operations for compliance with all applicable rules and regulations. Informs local Drilling community of any HSE related issues.
Ensure contractor quality and compliance with audits and inspections of contractor/supplier HSE programs and implementation, Monitor contractor safety performance and provide feedback to Drilling HSE Team.
Conduct safety audits and inspections on drilling rigs and drilling services.
Conduct audits on the 3rd Party H2S Service Provider’s equipment, personnel and training.
Lead and promote behavior-based safety initiatives to proactively identify and mitigate unsafe behaviors at the rig site.
Plan and execute regular emergency response drills (e.g., well control, H2S release, fire scenarios) and evaluate team readiness.
Lead incident investigations with the timely closure and ensure control measures / mitigation plans are implemented.
Support Drilling group with rig and equipment inspections, risk identification/mitigation, and program input.
Bachelor’s degree in engineering or any HSE related discipline with a minimum of 8 years’ experience in Drilling & work over activities in the oil/gas industry OR Diploma in engineering or any HSE related discipline with minimum of 10 years’ experience in drilling & work over activities in the oil/gas industry.
Knowledge of Oil & Gas Industry HSE standards and procedures is necessary.
Knowledge in Drilling Operation activities, Drilling Emergencies, and rig site-specific safety plans.
Extensive work experience in a high H2S environment.
International exposure to different Oil & Gas Companies.
Experience in leading incident investigations and document findings.
Well control certificate or equivalent is preferred.
Ability to work well with others in a culturally diverse; multi-functional team environment. Able to interact effectively with peers; service and contractor representatives.
Problem solving skills and the ability to develop effective solutions to identified problems.
Good PC skills including MS Word, Excel, and PowerPoint.
Good communication and interpersonal skills.
