Job Description
Supply Chain Strategy & Leadership
• Define, develop and implement CCED’s integrated supply chain strategy aligned with corporate and operational objectives.
• Act as a senior leadership team member contributing to business planning, cost optimization and value creation.
• Lead, mentor and develop a high-performing supply chain organization across all disciplines.
• Manage / Establish clear governance, policies, procedures and decision-making frameworks as when required.
• Drive a culture of operational excellence, accountability and continuous improvement.
Strategic Procurement & Contracting
• Lead all strategic sourcing, procurement and contracting activities for materials, equipment and services.
• Develop category strategies and sourcing plans aligned with operational and project requirements.
• Oversee tendering, bid evaluation, negotiation, award and contract administration processes.
• Ensure effective contract lifecycle management, risk mitigation and commercial compliance.
• Develop long-term supplier strategies, alliances and performance management frameworks.
Materials Management & Warehousing
• Govern materials planning, inventory management and warehousing operations across CCED assets.
• Optimize inventory levels to balance operational continuity, cost efficiency and working capital.
• Establish controls for materials traceability, preservation, obsolescence and surplus management.
• Ensure warehouse operations comply with safety, quality and regulatory requirements.
Logistics & Supply Chain Operations
• Oversee all logistics and transportation activities, including inbound, outbound and inter-site movements.
• Define logistics strategies to ensure reliable, timely and cost-effective delivery of materials and services.
• Ensure proper management for third-party logistics providers and logistics service contracts.
• Ensure compliance with customs, import/export and local regulatory requirements.
Supply Chain Excellence & Transformation
• Lead supply chain excellence initiatives focused on cost reduction, cycle-time improvement and reliability.
• Implement performance management systems, KPIs and dashboards across supply chain functions.
• Drive digitalization, automation and system enhancements (ERP, SCM tools).
• Promote standardization, best practices and lessons learned across projects and operations.
In-Country Value (ICV) & Local Content
• Lead and deliver CCED’s ICV strategy in line with national objectives and operator expectations.
• Increase local sourcing, SME participation and development of Omani suppliers.
• Support Omanisation targets through workforce development and contractor engagement.
• Monitor, report and continuously improve ICV performance and compliance.
Governance, Risk & Compliance
• Ensure full compliance with internal policies, regulatory requirements and ethical standards.
• Identify and mitigate supply chain risks related to cost, schedule, suppliers and market volatility.
• Support audits, assurance activities and regulatory reviews.
• Act as a key interface with internal stakeholders, partners, regulators and industry bodies.
Skills Required
Mandatory
• Bachelor’s degree in Supply Chain, Engineering, Business, Logistics or related discipline.
• Minimum 20+ years of experience in the Oil & Gas industry, with at least 10 years of Supply Chain experience.
• Strong oil & gas or energy sector experience, preferably with operators or major service providers.
• Proven expertise across procurement, contracts, logistics, materials and warehouse management.
• Demonstrated experience in managing large spend portfolios and strategic suppliers.
Preferred
• Master’s degree (MBA or Supply Chain / Operations Management).
• Professional certifications such as CIPS, CPSM, CSCP, PMP.
• Experience with ICV frameworks and local content programs in Oman.
• Proven record in transformation, digital supply chain or operational excellence initiatives.
