Job purpose Leading effective strategies, plans and initiatives related to assigned HSE activities, under the authority of the Head of HSE. Responsible for HSE business plans (short-term and long-term) ensuring integration and alignment with the organization standards. Accountable for Providing professional advice and support on HSE Improvement across the business functions and managing the implementation of the organization’s performance management programs, associated with the business requirements to support achieving excellent performance driving continuous improvement and sustainable business growth. The position will act according to the organization’s mission, vision, values, policies, and guidelines, supported by an IT technology platform, HSE standards, the Oman government, and other legal justifications and best international practices aligned with national objectives. |
Mandate QHSSE Obligations - Ensure compliance with the HSE Management System.
- Monitor and report safety performance and compliance.
- Guide, advise, communicate, and enforce safe behavioural practices (Life Saving Rules, Process Safety Rules) to perform tasks safely.

Main tasks and responsibilities - Manage the implementation of HSE performance management programs and associated requirements in a planned and consistent manner.
- Lead HSE digitalization projects and programs, ensuring data accuracy and up-to-date maintenance.
- Administer HSE digitalized systems and applications, providing user technical support.
- Accountable for HSE Support team deliverables, mentoring, and staff professional development.
- Manage HSE support contracts and procurements.
- Plan and maintain the annual HSE work plan and budget, acting as a budget holder.
- Plan, organize, and lead HSE assurance programs, including audits, inspections, and verifications.
- Perform critical HSE performance analysis, identify trends and incident causation, and propose mitigation measures.
- Ensure HSE statistics and reporting are collated monthly.
- Continuously monitor contractor performance across the organization’s assets.
- Report incidents and HSE performance to internal and external stakeholders, regulators, and lenders.
- Maintain the HSE-MS and relevant HSE documentation to reflect regulatory and operational changes.
- Ensure effective and realistic HSE expectations are built into contract specifications.
- Lead tender pre-qualification and evaluation throughout the tendering cycle.
- Provide HSE awareness training for contract holders to enhance HSE culture.
- Formulate HSE procedures and guidelines, ensuring effective risk reduction and controls.
- Participate in incident investigations and root cause analysis.
- Promote HSE culture improvements through surveys and campaigns.
- Implement operations HSE plans and procedures.
- Ensure compliance with SWP (Safe Work Practices) such as PTW, Safe Isolation, and SOPs like Sampling, Loading, and Positive Handover.
- Monitor operational process safety management on live facilities.
- Review contractor HSE plans and method statements to ensure they are suitable and fit for purpose.
- Run TRA meetings and ensure implementation of control measures by the job owner.
- Review contractor day-to-day activities to ensure implementation as per plans and procedures.
- Enforce international HSE management systems ISO 14001 and 45001.
- Develop corrective and preventive actions (CAPA) to prevent asset loss or impact from HSE issues.
- Conduct HSE management system audits to ensure contractor compliance with project HSE plans and programs.
- Evaluate and monitor contractors’ and sub-contractors’ HSE performance.
- Participate in planning and implementing risk management procedures and preparing risk assessment registers.
- Update the environmental aspects register under approved environmental compliance procedures.

Experience and background From 10 to 12 years of experience in operations HSE, IT systems and digital solutions, risk management techniques, audit management and incident investigation and analysis, preferably in the oil and gas sectors. |
