Job purpose Leading the major projects, and subcontracts related to the assigned projects, under the authority of the Head of Projects. Accountable for managing the engineering, sourcing, logistics, construction, commissioning, maintenance, and management services at the business-designated areas. Responsible for developing performance improvement plans to ensure the appropriate engineering tools and maintenance are available and properly utilized to support the respective business functions guaranteeing business continuity and efficiency. The position will act according to the organization’s mission, vision, values, policies, and guidelines, supported by an IT technology platform, HSE standards, the Oman government, and other legal justifications and best international practices aligned with national objectives. |
Mandate QHSSE Obligations - Ensure compliance with the HSE Management System, regularly review and update the HSE Management System to reflect changes in regulations, industry standards, or organizational needs, and regularly audit various departments or projects to confirm adherence to the HSE Management System.
- Monitor and report safety performance and compliance. Use data analytics tools to track safety metrics and KPIs.
- Guide, advise, communicate, and enforce safe behavioural practices (Life Saving Rules, Process Safety Rules) to perform tasks safely, organize regular safety briefings and toolbox talks to discuss ongoing concerns or recent incidents, collaborate with department heads to integrate safety protocols into daily workflows, Recognize and reward employees or teams that exhibit outstanding safety behaviour and initiate corrective actions or disciplinary measures for violations of safety rules.

Main tasks and responsibilities - Leading the end-to-end process for gas supply projects, from the gas processing plant to the transmission and distribution pipelines.
- Ensure full compliance with Gas Networks’ technical obligations as per the Regulatory Framework (RAB) by liaising effectively with technical sections.
- Manage all gas allocation requests, and Capacity Expansion Study Projects, and ensure proper execution and communication of Connection Agreements.
- Oversee the full cycle of new capacity development and expansion requests, from Pre-Investment Appraisal Document (PIAD) to post-appraisal.
- Participate in the development, finalization, and approval of the long-term network development plan.
- Finalize technical schedules and sign connection agreements with connected parties, ensuring all subsidiary documents are completed in line with the Regulatory Framework.
- Lead operability, availability, and reliability assessments for operation projects.
- Improve project planning and scheduling by leading the Project Planning engineering tasks at Gas Network.
- Develop and lead strategic planning for contract development to support cost-effective, timely, and efficient operation planning.
- Oversee cost estimation, control procedures, and financial tracking for projects, ensuring reconciliation of approved budgets and project close-outs.
- Ensure compliance with surveying processes for construction at Gas Network, adhering to budget, guidelines, statutory requirements, and HSE policies.
- Lead Operation, Readiness & Assurance (ORA) tasks, ensuring processes and standards are implemented, targets are met, and operational continuity is maintained.

Working Conditions Primarily office-based, occasional travel, and sporadic visits to the operation site. |
Education requirements Master’s Degree, or bachelor’s Degree or equivalent. |
Language Preferable English and Arabic. |
Experience and background. - From 12 to 14 years of experience in leading projects for engineering, sourcing, logistics, construction, commissioning, and maintenance management in the oil and gas sectors.
- Leading technical functions related to (technical services, projects, operations and maintenance).
- Handling management roles with a proven record of HSSE professionals, budget, and business plans.
