Job purpose                                      

Provides engineering / technical support on contract processes, by coordinating and executing complex contract formation, award and administration processes and providing a quality service to internal customers in a customer-oriented and commercially advantageous manner; conducting reviews and considering legal aspects of contract award & administration; conducting commercial bids evaluation and tenders and ensuring that costs are controlled; providing advice, guidance and support to the Project team for projects-related contracts—including a variety of contracts such as Projects Contracts, EPC, Consultancy Service Contracts, FEED Contracts, Operational, Technical, and Maintenance Contracts—and identifying opportunities for optimization, as well as investigating and supporting optimization proposals from other areas, in order to support the safe, reliable, efficient and optimal functioning of the unit’s activities at optimum cost.

 

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Drafts appropriate complex contractual and commercial terms and conditions to best serve and protect the Company’s interests. Lead and provide advice to the team on Contract synergies and unify the common ones before start tendering processes.
  • Provide thought and advise on development of tender specifications for Projects, EPC, Consultancy Service, FEED, Operational, Technical, etc. Contracts, in line with business expectations, risk perspective and applicable laws.
  • Assist in the development of pre and post contracting strategies, plans and tactics in collaboration with end user department.
  • Ensures the analysis of complex contract requests from the user departments and determines the appropriate method of procurement.
  • Lead the execution and provide thought, advise, insights for full contract cycle from pre-award to post-award and carry out contract management until closeout Including the tender-board approvals. 
  • Assist in pre-award and post award contract management, including change management, insurance issues, claims mitigation & settlement and contracts close out. This includes escalation of disputes whenever required with support of Legal.
  • Provide expertise, transfer knowledge to contract engineers on how to draft complex contracts and commercial terms and conditions to best serve and protect the company interests. Including technical & commercial recommendations. 
  • Advise and provide insights to end user for conducting technical evaluation.  
  • Support negotiations with vendors to realize the total economic value to the company considering quality and cost.
  • Support tendering activities and contract management activities in alignment with the organization's policy and code of ethics to ensure the right contracts are in place to deliver value to internal customers.
  • Provide expertise on supporting the management of contract disputes to ensure fair and timely resolution with vendors, including escalation of disputes where needed with the support of legal.
  • Lead the frame to maintain relationship with suppliers within the region to ensure positive, constructive and cost-effective commercial agreements for the company.
  • Monitor market trends and provide advise on accurate supply information to internal customers.
  • Ensure the tracking for contract includes the latest tendering / contracts’ information and details.
  • Promote and encourage the continuous learning and development among team members including knowledge sharing activities, transfer of knowledge, coaching and personal advise on Contracts procedures, etc.  
  • Maintain HSE as a priority through compliance with HSE rules and ensure that all contracts are fully compliance with company HSE policies.
  • Contribute to the development and implementation of departmental policies, systems, processes, procedures and controls, and continuously identify and recommend improvements while ensuring compliance with the group guidelines, international / local standards and relevant legislation.
  • Focal Point for all contractual correspondences. Draft, review of contractor’s contractual correspondences and ensure that appropriately reply within the contract(s) terms and conditions.
  • Identify areas of improvement in Procurement process implementation in general, contracts management and value identification and realization and actively participate in meetings with customers and contracts' related workshops to keep track of all the processes and drive improvements.
  • Act as a focal person for all Claims related to OQ SAOC Contracts.

Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site, traveling, when possible and needed.

Education requirements

  • Bachelor’s degree in supply chain, Engineering, Production Operations Management, Business Administration or equivalent.
  • Professional Certifications such CIPS is an added advantage.
  • Master’s degree, MBA or any special certifications related to the role is an added advantage.

Language

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • A minimum 8 years’ experience in similar role. 
  • Deep understanding of tender law and tender procedures.
  • Strong working experience in contracts cycle for a variety of contracts (Projects, FEED, EPC, corporate related contracts, project financing related contracts)
  • Strong experience on writing, negotiating, finalizing and monitoring contracts with the external parties (vendors and contractors, internal business lines),
  • Strong working experience in technical studies, consultancy, engineering, EPC, QA/QC.
  • Oil and Gas / Energy industry experience essential (including upstream and downstream exposure).
  • Working experience of Microsoft, Excel, Power Point, Word and ERP systems.
