Job purpose                                                               

To lead and support the implementation of environmental management programs across company operations, ensuring compliance with regulatory requirements, company HSE policies, and international environmental standards. The role provides technical guidance on. This role interfaces between daily operational environmental management and long-term sustainability by developing and implementing robust environmental protection practices, expert monitoring of compliance obligations and periodic reporting to internal and external stakeholders. The role will provide technical expertise in key areas including air quality, waste and wastewater, water, biodiversity, energy and GHG accounting, pollution prevention, etc., while leading the regulatory environmental permitting / licensing process. This role ensures business activities remain compliant by interfacing effectively with environmental consultants and service providers, as required. 

The position will act in accordance with the OQEP’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, QHSE & Energy Management System requirements standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main Tasks and Responsibilities

  • Develop & review of environmental management deliverables including impact assessments, baseline studies, monitoring & measurement plans, waste and wastewater management strategies, and mitigation measures.
  • Contribute significantly to occupational health, safety and emergency management systems and process.
  • Leading the development and regular update of the Register of Aspect & Impact and Register of Compliance Obligations.
  • Maintain the development and regular update of the asset environmental management plans to reflect the compliance obligations and modifications in facilities / activities. Review, approve and monitor the implementation of Contractor Environmental Management Plan, method statements, and monitoring programs.
  • Plan the implementation of monitoring plans, waste and wastewater management strategies, and mitigation measures through daily interactions with responsible departments and functions.
  • Ensuring environmental management requirements and compliance obligations are integrated into project designs, engineering documents, construction methodologies and operational philosophies.
  • Interface with environmental authorities, consultants, and internal stakeholders to address compliance matters.
  • Plan and lead the oversight of the environmental performance of existing activities to ensure the operations and new activities meet all the regulatory requirements and organizational objectives.
  • Identify future environmental issues and their likely impact on operations and develop integrated plans and strategies with affected stakeholders to address the issues in the most efficient and effective manner.
  • Ensure all technical / environmental performance reports to internal and external stakeholders are completed in a timely manner. Contribute to data collation and technical writing to annual HSE reports, sustainability reports, etc.
  • Provide guidance on environmental standards, regulations, permitting requirements, sustainability, decarbonization & energy efficiency practices.
  • Coordinate the Environmental permitting / licensing process to ensure all required permits are obtained in timely manner and the validity is maintained.
  • Support in developing, and implementation of the annual and mid-term environmental management strategy and performance improvement roadmap.
  • Plan and lead, the periodic site visits, inspections and audits of operated assets and activities to verify adherence to environmental requirements. Monitor contractor performance and highlight gaps or non-compliances requiring corrective action.
  • Ensure documentation related to the environmental management system (integrated management system) is complete, traceable, and aligned with internal and regulatory standards.
  • Develop and maintain effective relationships (internal and external) to ensure upstream activities, operations and projects can appropriately lead wider environmental initiatives that influence company activities and enhance its reputation among stakeholders.
  • Focal point for environmental management and monitoring contracts and responsible for scope of work development, coordinating contracting process, contract administration through to budget management.
  • Develop and manage the annual environmental budget, ensuring accurate forecasting, cost control, and alignment with regulatory and operational priorities.
  • Track and report environmental OPEX and CAPEX performance, highlighting deviations, risks, and required corrective measures.

Key Interactions

Internal: Liaise with the colleagues and stakeholders for day-to-day work including department managers, Maintenance, Operations, Technical Services, project delivery, engineering and field staff.

External: Contractors, vendors, suppliers, national government offices, external consultants, JV partners.  

Notable Working Conditions: Office based environment, Intensive computer screen use, Periodic travel to operated assets.

Education Requirements

Minimum qualification for this position is bachelor’s degree in environmental engineering / science or equivalent.

Language                           

Excellent knowledge of written, read, and spoken English (required) , Arabic - Native (desirable).

Background and experience

Competencies and skills

  • A minimum of 8+ years of experience in environmental management, of which at least 5 years must be with an organization within the upstream Oil & Gas industry.
  • Experience in an environmental consultancy in Oman, with exposure to technical writing and report presentation, will be advantageous.
  • Extensive experience in environmental impact assessment, ENVID, baseline assessments and varied types of environmental assessments. Fundamental knowledge of HSE risk assessment, HAZID and HAZOP.
  • In-depth knowledge of the national and international regulations and standards relevant to the upstream Oil & Gas industry.
  • Experience in identifying and incorporating industry good practices / best available techniques into different project phases of the upstream Oil & Gas industry.
  • Fundamentals of occupational health and safety management, including knowledge of HSE / integrated management systems.
  • Experienced in conducting EMS audits. Must be a certified auditor in ISO 14001:2015 standard.

  • Fundamental knowledge of offshore and onshore well drilling, construction and ancillary activities related to oil & gas sector e.g. power generation, water desalination, etc., O&M of oil and gas processing facilities.
  • Able to effectively interface with environmental regulators and internal stakeholders regarding environmental compliance obligations.
  • Able to independently plan and execute environmental inspections and audits.
