Job purpose To support the development, implementation, and continuous improvement of the organization’s Emergency and Crisis Management framework in alignment with the QHSSE vision and regulatory requirements. The role strengthens emergency preparedness and response capability across all assets through effective planning, risk assessment, coordination of drills and exercises, and integration of emergency response requirements into operational activities. The position provides technical expertise in emergency response planning, incident and crisis coordination, business continuity, and command and control structures, while engaging with internal stakeholders, authorities, and response partners to ensure organizational readiness and resilience. The position will act in accordance with the OQEP’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, QHSE & Energy Management System requirements standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives. |
Main tasks and responsibilities Emergency Preparedness & Planning - Support the development, maintainance, and the updating Emergency & Crisis Management plans, procedures, and other supporting documents (e.g., MERP, escalation criteria, ICS roles).
- Identify and assess credible and worst case emergency and crisis scenarios at the asset level.
Emergency Response - Serve as a key operational member supporting all levels of emergency management.
- Support activation and setup of ICP/EOC/UCC facilities during emergency escalation.
- Support day-to-day operations in fire, emergency and crisis management to ensure continuity of work.
Crisis Management Support - Provide operational and technical support to the Emergency Management Team (EMT) during Level 2 emergencies and facilitate escalation to Level 3 if required.
- Support senior leadership (CMT/ELT) with analysis, communication flow, decision making data, and situational updates.
Operational Readiness Assurance - Ensure all emergency response resources (equipment, systems, teams) are tracked, maintained, tested, and ready for deployment.
- Conduct site readiness checks and follow ups on gaps identified in emergency infrastructure, equipment, and response systems.
- Responsible for Emergency Operations Centers (EOC) / Incident Command Posts (ICPs) inventory, maintenance and readiness.
- Evaluate information to determine compliance with standards (NFPA and associated Standards) by using relevant information and individual judgment and interpretation to determine whether events or processes comply with laws, regulations, or standards.
Training, Exercises & Competence Development - Organize and participate in emergency drills, simulations, and multi-agency exercises.
- Ensure ICS competency and role clarity through training and workshops..
- Review and recommend external strategic crisis management training programs.
- Evaluate the training needs of Contractor fire fighters, IRT, IMT, EMT and CMT teams to ensure alignment with required skills demanded of all OQEP emergency response personnel and deliver training and assessments according to the approved MoC Framework.
Emergency Communication & Reporting - Ensure timely notification of incidents, emergencies, and crises to all required internal and external entities, including the Corporate Crisis Management Team.
- Support structured communication flow during emergencies, including status updates, situation reports, and coordination with medical, security, and regulatory stakeholders.
Digital Emergency Management - Support deployment, configuration, and enhancement of ISNAD, including incident logging, emergency notification, chronological logs, and situational awareness dashboards.
- Ensure users across IMT/EMT/CMT understand digital response tools and workflows.
Governance, Compliance & Documentation - Support the development, maintenance, and the updating Emergency & Crisis Management plans, procedures, and other supporting documents (e.g., MERP, escalation criteria, ICS roles) in alignment with HSSE frameworks and regulatory requirements.
- Maintain compliance with OQEP's Crisis & Emergency Management Policy Manual.
- Support investigations and After-Action Reviews (AAR) following exercises or real events.
Stakeholder & Multi-Agency Coordination - Liaise with internal stakeholders (HSSE, Operations, Security, Medical, Projects, etc.) and external agencies (ROP, RAFO, Civil Defense, hospitals, mutual aid partners, … , etc.).
- Support EMT for government liaison and regulatory communication during Level-2&3 emergencies.
Continuous Improvement - Lead or support post-exercise reviews, gap closure, and improvement plans .
- Provide recommendations to enhance response capability, resource adequacy, and procedural clarity.
Any other related tasks that you are requested to perform to meet department and OQEP business requirements. Miscellaneous - Support the monitoring of the department's financial performance (OPEX and CAPEX) against the approved budget.
- Provide fire investigation technical advise in the support of incident investigations and post-incident reviews.

- Minimum of 6+ years of relevant experience with a bachelor’s degree in Emergency Management / Emergency Response, or Crisis & Disaster Management or Resilience & Risk Management, or an equivalent field.
- Knowledge of emergency and crises -related operations, tactical response, and emergency management systems.
- Knowledge of all legislative and regulatory requirements with respect to fire safety management and emergency response systems.
- Knowledge of risk management methods and practices.
- Knowledge of fire safety equipment and latest technologies.
- Relevant experience in similar role within the Oil and Gas industry
- Knowledge of Omani National Emergency Strategies based on NCEM.
- Knowledge of HSE Management System
- Experience in Fire safety and performance related audits.
- Knowledge of ISO 45001
- Knowledge of Omani and International Health and Safety Standards and Fire regulations.
- Knowledge of International Fire Codes and Standards
- Knowledge of ICS (FEMA) NIMS Incident Command System (ICS).
